Africa-Press – Senegal. The Minister of Culture and Historical Heritage, Aliou Sow, on Tuesday handed over 113 million 80 thousand CFA francs to cultural actors in Dakar and Thiès as part of phase 2 of the sixth call to projects of the Urban Cultures Development Fund (FDCU), noted the APS.
« Pour cette phase », l’enveloppe globale qui sera distribuée « tournera autour de 200 millions de francs CFA », a-t-il expliqué lors de la cérémonie organisée à cet effet. Dans le cadre de cette phase, d’autres cérémonies de distribution sont prévues dans d’autres régions du pays.
« Aujourd’hui, j’ai rassemblé les bénéficiaires de Dakar et de Thiès, une zone qui polarise le plus grand nombre de bénéficiaires, et ces deux régions reçoivent 113 millions de francs CFA », a-t-il souligné.
He noted that another check delivery ceremony was held the same day for the beneficiaries of Kaolack, Kaffrine and Diourbel.
« This will make overall 136 million FCFA given for the day today », noted the Minister of Culture and Historical Heritage.
He was pleased that the project selection procedure was “transparent” and “fair”. “Everything goes through calls for projects and a reading committee makes a selection with scores given to each project, then those selected are submitted to the management committees, which set the amount allocated to each project,” explained Mr. Sow. .
He sees the FDCU as a way to “fix” youth employment issues. According to him, the Urban Cultures Development Fund helps to support the structuring of projects, the training of young people, events, production and creation, among other activities.
“It is a way of maximizing the chances and the possibilities of contribution of the actors of the urban cultures to the development of Senegal”, he declared.
Aliou Sow advocates co-management putting the cultural actor at the heart of the management, design and evaluation of the fund.
The artist « Crazy sick », who came to represent the actors of urban cultures, congratulated the Minister of Culture and Historical Heritage for « his efforts in terms of transparency and inclusion » in the management of the FDCU.
The rapper, however, noted some malfunctions. « Since the launch of this fund in 2017, the ministry has had a positive impact on the sector, but many delays are noted in the issuance of grants and the 7e call for tenders is slow to be launched », he lamented.
« Fou malade » a par ailleurs plaidé pour la réhabilitation du studio chambre 9 de Thiès, qui a été brûlé lors des dernières manifestations survenues au Sénégal, après la condamnation de l’opposant Ousmane Sonko dans le dossier pour viol l’opposant à Adji Sarr, ex-employée d’un salon de massage.
Le rappeur ne semble pas en phase avec la décision des autorités du secteur de réduire au maximum cette année les célébrations marquant l’évènement. « Pour moi, la culture est au-dessus de tout ça, car la musique permet de faire baisser les tensions et on devrait symboliquement l’organiser quelque part », a déclaré l’artiste.
Après la fête de la Tabaski, une cérémonie similaire de remise de chèques va se tenir à Tambacounda et à Kédougou mais également dans les régions du sud et du nord du pays.
Le FDCU a permis de financer 693 projets sur 1193 demandes, soit en moyenne 116 projets par an.
