Africa-Press – Senegal. The United States Agency for International Development (USAID), through its “USAID Support for Public Finance Management” project, announces that it has made available to ten non-governmental organizations (NGOs) a budget of 732 million FCFA for the implementation of a project aimed at « improving transparency and public participation in the budgetary process ».
USAID presented this Wednesday to the public its efforts to « create the conditions for a dialogue with the government taking into account the interests of grassroots populations in the preparation of the budget and economic decisions ».
‘’Nous avons travaillé avec dix organisations de la société civile pour mettre en place 21 projets’’, a dit Jean-Marc Lepain, chef du projet USAID Appui à la gestion des finances publiques.
La réalisation de ces activités vise, selon lui, ‘’à améliorer la transparence et la participation du public au processus budgétaire’’. Elle va également permettre à la base de ‘’mieux comprendre les enjeux du budget’’.
Le projet vise trois objectifs. Il s’agit d’abord d’’’améliorer la transparence et la participation du public au processus budgétaire’’. L’objectif consiste aussi à ‘’renforcer l’efficacité et l’exécution du budget’’ et à ‘’appuyer le Gouvernement du Sénégal à générer davantage de recettes publiques’’. Enfin, le projet ambitionne de ‘’renforcer l’efficacité des contrôles internes et externes’’.
Pour Jean-Marc Lepain, cette démarche ‘’favorisera une gestion plus ouverte et permet de renforcer l’information au public et l’engagement des citoyens’’. La société civile a salué les actes posés par l’USAID, qui permettent de mieux prendre en considération les préoccupations des populations à la base.
« This is a very important project which will enable us to be able to mobilize, train, inform and sensitize the populations », rejoiced Mor Diakhaté, executive director of the NGO Alphadev.
According to him, the ultimate goal is to allow the base « to understand the budget, the development process, the implementation as well, the investments planned at the local level ».
USAID launched on January 3, 2022 the “USAID Support for Public Finance Management” project, a four-year program designed to support the Government of Senegal in the operationalization of public finance reforms. The objective is to “improve, among other things, the efficiency of spending, transparency and citizen engagement for more inclusive economic growth”.
He reveals that « since the implementation, on January 3, 2022, of this project of « 7.9 billion FCFA », over a period of 2002-2025, the American government « supports Senegal in the implementation implementation of the country’s public finance reforms.
