The program budget, because of the strengthening of the link between resources and the results that it ensures, contributes to the sound management of public finances in Senegal, particularly in a context where transparency and accountability are strongly demanded, noted Abdoul Madjib Guèye, the president of the chamber of public enterprises of the Court of Auditors.
En vigueur au Sénégal depuis quelques années, cet outil de planification a apporté des innovations dans la gestion budgétaire, un ‘’meilleur pilotage des politiques publiques et une reddition des comptes’’, a souligné M. Guèye à l’ouverture d’un atelier de deux jours de la Cour des comptes.
The latter will “multiply” the workshops on the implementation of the program budget with a view to perfect mastery of this tool by the officials concerned, according to Abdoul Madjib Guèye.
The use of the program budget in Senegal « marries the objectives of the new harmonized public finance management framework of the West African Economic and Monetary Union », underlined the president of the chamber of public enterprises , one of the components of the Court of Auditors.
Cette institution sénégalaise doit, selon M. Guèye, veiller à ‘’une professionnalisation accrue des personnels de contrôle par le biais d’activités de renforcement des capacités’’ des fonctionnaires utilisant le budget programme.
The workshop focuses on the « implementation of program budgets in Senegal and the formulation of opinions on the annual performance reports by the Court of Auditors ».
Officials from several ministries, the General State Inspectorate and the General Finance Inspectorate take part alongside representatives of the Organization and Methods Office of the State of Senegal, the European Union and the international currency.
‘’L’objectif de l’atelier est de partager les expériences mutuelles des premières années de mise en œuvre des budgets programmes’’, a précisé Abdoul Madjib Guèye.
He said he awaited with “great impatience” the results of the work of the workshop, which will help to “present the general observations of the Court of Auditors on the quality of the performance frameworks and the annual performance reports produced by the programs.
At the same time, the workshop offers participants the opportunity to discuss with experts from the French Court of Auditors the evolution of relations between the said institution, the ministerial inspections and the administrations of France.
En plus de ses ‘’missions juridictionnelles’’, la Cour des comptes du Sénégal est chargée de contrôler la gestion des organismes publics et d’assister le président de la République, le gouvernement et le parlement dans le contrôle de l’exécution des lois de finances, a rappelé M. Guèye.
