Africa-Press – Senegal. The Council of Ministers was held on Wednesday June 14, 2023 at the Palace of the Republic, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL.
At the beginning of his communication, the President of the Republic addressed his warm congratulations to the Minister in charge of Health and Social Action, Dr Marie Khémesse Ngom Ndiaye, to the Minister of Women, Family and Protection des Enfants, Fatou Diané Guéye, to the partners of the State, to the community health organizations and actors and to the women for the exceptional mobilization and the success of the national meeting of the Head of State with the « Bajenu Gox ».
In this regard, the Head of State praised the remarkable local work carried out throughout the national territory by the 9,138 « Bajenu Gox » identified, key players in maternal and child health and effective support for our health system. .
Addressing the recognition by the international community of Senegal’s efforts in terms of good governance of natural resources, the President of the Republic magnified the holding, in Dakar, the first time in Africa, of the Board of Directors of the Initiative for the Extractive Industries Transparency (EITI).
This conference marks the confidence of international players in the extractive industries placed in our country, which remains a reference in terms of good governance of natural resources.
Continuing his communication on the policy of preservation and modernization of archives, the Head of State took the opportunity of the celebration of the international week of archives from June 5 to 9, to evoke the recent events during which the archives many essential public and parastatal structures have been damaged and lost with administrative and financial consequences.
The President of the Republic made a point of recalling the importance of public archives, which constitute an invaluable national heritage, at the service of the Administration and the citizens.
In this regard, the Head of State asked the Prime Minister to take all necessary steps to implement, as of June 2023, an emergency plan for the preservation and modernization of archives in the public sector in particular.
Returning to the evaluation of the execution of the decisions of the territorialized Presidential Councils held in Matam, Tambacounda, Thiès and Sédhiou, the President of the Republic asked the Prime Minister to continue the regular follow-up of the decisions resulting from these meetings and to finalize the files relating to priority investment programs concerning other regions. With regard to the social climate, management and monitoring of internal affairs, the Head of State returned to the following subjects:
– the consensus for a generalized increase in wages in the private sector: by congratulating employers and trade unions and asking the Prime Minister to speed up, in conjunction with the Minister responsible for Labor and the High Council for Social Dialogue, the preparation inclusive of the new social stability and economic emergence pact in line with the expected consolidating results of the national dialogue, following the agreement on the improvement of remuneration in the private sector which will bring the minimum wage to 64,223 CFA francs, i.e. practically a doubling in 10 years;
– the preparations for the Tabaski and the securing of transport: by inviting the Prime Minister and the Ministers in charge of Livestock, Trade and Land Transport to take all urgent and appropriate measures in order to ensure on the extent of the territorial national 2 Council of Ministers of June 14, 2023 the correct supply of the markets with accessible sheep and essential foodstuffs and products during this particular social period.
The Head of State also demanded compliance with prevention and road safety measures with regard to the proliferation of urban and interurban travel on the national territory.
Furthermore, the President of the Republic asked the Government to pay sustained attention to the proper functioning of the Dakar-Gorée and Dakar-Ziguinchor maritime links.
Returning to budgetary and financial accountability and transparency, the Head of State welcomed the adoption by the Council of Ministers today of the settlement bill for the year 2022, which thus makes it possible to close all the budgetary management since 2012. Concluding on his diplomatic agenda, the President of the Republic informed the Council of his participation in the African mediation mission between Ukraine and Russia scheduled for Kiev and Saint Petersburg on June 16 and 17, 2023.
In his communication, the Prime Minister returned to the monitoring of the coordination of government activity, mentioning: · the visit to the BRT site; · the presentation of the flag to the lions for the “Special Olympics” games in Berlin 2023; the Conference on Islamic Finance; the 9th EITI Global Conference; the meeting on phase 2 of the TER; the meeting on flood prevention and management; the meeting on Air Senegal.
IN RESPECT OF COMMUNICATIONS FROM MINISTERS
– the Minister of Foreign Affairs and Senegalese Abroad gave a presentation on the international situation;
– the Minister of Agriculture, Rural Equipment and Food Sovereignty gave a presentation on the monitoring of the 2022/2023 groundnut marketing campaign and exports of horticultural products;
– the Minister of Higher Education, Research and Innovation made a communication on the resumption of teaching in universities.
IN RESPECT OF LEGISLATIVE AND REGULATORY TEXTS The Board examined and adopted:
– the settlement bill for the year 2022.
WITH RESPECT TO INDIVIDUAL MEASURES · Mr. Malick SOW, Principal Civil Administrator, is appointed Secretary General of the Senegalese Agency for Space Studies.
