Dr Denis Moinina Sandy has been quietly removed from his position as Chairman of the Internal Electoral Management Oversight Committee (IEMOC), a role to which he was appointed on 30th June 2025 to supervise the Sierra Leone People’s Party (SLPP) internal elections and national delegates’ conference.

His removal, barely weeks after assuming the post, has resulted in his replacement by Ambassador Mohamed Yangawo.

Despite this apparent dismissal, Dr Sandy continues to serve as Minister of Works, a position he retains even as civil society organisations, including the Institute for Legal Research and Advocacy for Justice (ILRAJ), have persistently called for his resignation or suspension.

These calls for accountability stem from the findings of a judicial committee report dated 2nd April 2025, which implicated Dr Sandy in a fraudulent act involving the forgery of a divorce decree. The committee recommended his referral to the Anti-Corruption Commission (ACC) for further investigation.

Regrettably, the ACC has thus far failed to act on this recommendation. A formal letter from ILRAJ, dated 18th June 2025, seeking clarification on whether an investigation has been initiated, remains unanswered. Similarly, separate letters addressed to the Sierra Leone Police and the Office of the Director of Public Prosecutions (DPP), urging the prompt, independent, and impartial investigation of Dr Sandy’s alleged forgery and falsification of judicial documents, have received no response.

This sustained silence and institutional inertia on the part of the ACC, DPP, and Police are profoundly troubling. They reflect a dangerous trend, namely, the growing reluctance of key oversight and accountability institutions to investigate and prosecute high-ranking government officials, thereby undermining public confidence in the rule of law and democratic governance.
