Africa-Press – Sierra-Leone. The Directorate of Science, Technology and Innovation (DSTI) is almost completing a major digital transformation within the Republic of Sierra Leone Armed Forces (RSLAF). The transformation aims to revolutionise how military personnel access and manage financial support.

In collaboration with the Armed Forces Endowment and Loan Scheme (AFELS), DSTI is developing a comprehensive digital platform designed to streamline and modernise services for over 11,000 service members, including both active duty and retired personnel.

The DSTI described the initiative as “a bold step toward modern, dignified, and an efficient service delivery” for armed personnel.

Currently 90% complete, the new system introduces end-to-end digitisation of AFELS operations including registration and monthly contributions to loan disbursements and benefit claims. The platform includes several features like real-time tracking, secure login, document uploads, mobile and web access, and USSD support to ensure accessibility even in low-connectivity areas and remote deployments.

AFELS is a welfare and financial support program designed to assist members of the Sierra Leone Army.

The scheme operates on a monthly contribution from service members. This contribution is later made accessible to members through little or no-interest loans. The scheme also supports retirement and end-of-service payouts as well as providing emergency assistance to service members.
