NRA Launches Automated Tax Clearance Certificate System

Africa-Press – Sierra-Leone. The National Revenue Authority (NRA) has launched a new automated system for the application and issuance of Tax Clearance Certificates, the authority announced in a public notice dated 28th October 2025.

The move is part of the NRA’s ongoing efforts to modernize tax administration and improve service delivery. Under the new system, all applications and issuances of Tax Clearance Certificates under the Domestic Tax Department (DTD) will be automated. The pilot phase will run until 31st December 2025.

Taxpayers will no longer need to submit application letters to the Commissioner General. Instead, applications must be submitted online via the taxpayer’s ITAS Portal Click Here Where a taxpayer is fully compliant, the system will automatically issue a Tax Clearance Certificate.

Compliance is defined as:

All outstanding tax returns filed

All tax liabilities paid, or

Acceptable arrangements made with the Commissioner General to settle outstanding obligations

To apply, taxpayers should log in to their ITAS Portal, select My Tax, click on Certificate Request, choose Tax Clearance Certificate Application, select the reason for the application, complete the form, and click Submit.

“The system will automatically issue the certificate, provide a printable version on the portal, and send a PDF copy to the registered email,” the NRA said.

During the pilot phase, taxpayers must present the system-generated certificate at the Commissioner General’s office to receive a signed manual copy before using it for official transactions. After the pilot period, all automated Tax Clearance Certificates can be validated directly through the NRA website.
