In a press briefing held at the All People’s Congress (APC) Party Office in Freetown, Dr. Kelfala Marrah who is the APC’s representative in the ongoing tripartite committee investigation in the June 2023 general elections outlined several possible outcomes after their investigations.
He said they would be looking at the Election’s Observer Report from the Carter Center, the European Union, and others to catalog a recommendation for their presentation to the president later on.
He emphasized the importance of adhering to national laws enacted in 2022, such as the Public Elections Act, along with constitutional provisions and other pertinent legislation governing elections. Dr. Marrah stressed the presence of legal expertise within the committee to analyze and propose adjustments to existing laws to fortify electoral integrity and prevent manipulation of future outcomes.
The committee also pledged to address inefficiencies in the election redress mechanism, including the timely resolution of election-related disputes in courts. Dr. Marrah expressed concerns over prolonged legal proceedings and emphasized the need for corrective measures.
Furthermore, the committee intends to conduct an institutional review of electoral management bodies like the Electoral Commission of Sierra Leone (ECSL) and the National Civil Registration Authority (NCRA). Dr. Marrah underscored the importance of assessing the capacity and expertise of these institutions to ensure the credibility and transparency of future elections.
Security and human rights considerations will also feature prominently in the committee’s deliberations, with plans to engage experts to evaluate past incidents and provide recommendations.
Civil society experts will be enlisted to assist in conducting interviews, some of which will be public while others will remain confidential.
Dr. Marrah affirmed the committee’s commitment to holding individuals accountable for any actions undermining the electoral process, with recommendations for necessary action to be presented to the President. He underscored the importance of the committee’s findings in shaping actionable and implementable recommendations, in accordance with commitments made by both the government and the APC.
