Government Launches Fund and Partnerships for Startups

Africa-Press – Sierra-Leone. The Ministry of Communication, Technology and Innovation has announced a major new public-private partnership aimed at unlocking capital and support for Sierra Leonean startups.

The Ministry signed a Framework Agreement with the Redsalt Angel Investment Network (RAIN) to co-fund and support early-stage technology and innovation ventures. The partnership, launched alongside the official kick-off of RAIN, is designed to increase available capital, improve startup governance, and help scalable local companies grow.

In a parallel move to create a comprehensive support system, RAIN also signed a separate partnership with the Orange Digital Center, facilitated by the Orange Foundation. This agreement will provide entrepreneurs with enhanced access to mentorship, investment-readiness training, and early-stage financing.

Minister of Communication, Technology and Innovation, Madam Salima Bah, stated the initiatives are critical for building a modern economy. “Building a strong innovation ecosystem requires aligned partnerships, patient capital, and deliberate investment in our young entrepreneurs,” Bah said. “With supportive government policies and our ongoing digital transformation efforts, Sierra Leone is creating the conditions for innovation to grow, industries to modernise, and entrepreneurs to scale.”

The Ministry framed the twin agreements as key steps in constructing a “coordinated ecosystem” that guides founders from the idea phase through to scaling their businesses. The government has encouraged startups to engage with the new network and its resources to advance the national innovation agenda.

This development signals a focused push by the Bio administration to position technology and entrepreneurship as central pillars of economic development and youth employment.
