MoPPA and APRM Coordinator Engages German Ambassador Ahead of High-Level South-South Cooperation Forum

Africa-Press – Sierra-Leone. The Minister of Public Administration and Political Affairs (MoPAPA), Hon. Amara Kallon, and the Coordinator of the African Peer Review Mechanism (APRM) Continental Secretariat, Sara Hamouda, has on Tuesday, 15th April, 2025 engaged with the Ambassador of the Federal Republic of Germany to Sierra Leone, Jens Kraus-Masse in a significant dialogue.

The meeting took place on the 9th Floor of the Youyi Building and aimed to discuss preparations for the upcoming Third High-Level South-South and Triangular Cooperation Forum, scheduled to take place in Sierra Leone from the 7th to 9th May, 2025.

This event is believed to have marked a milestone, confirming that it is the first time Sierra Leone is hosting the prestigious South-South Cooperation forum.

Minister Kallon welcomed Ambassador Kraus-Masse, highlighting the government’s commitment to reforming the public service to improve service delivery. He noted that MoPAPA, established in 2023, has played a vital role in transforming governance through strategic partnerships with organizations like the APRM.

“Our commitment remains firm to reposition the public sector to be more responsive, inclusive, and efficient,” Kallon stated, emphasizing the necessity of human, technical, and financial resources to achieve those reforms.

Sara Hamouda provided insights into the South-South Cooperation Forum, explaining that it emerged from increased collaboration between APRM and UN agencies. Hamouda pointed out that Africa lacked a dedicated platform for South-South and Triangular Cooperation, hence the initiative’s importance.

“The Forum is not just a dialogue space but a tool to assess Africa’s position in receiving Official Development Assistance (ODA), foreign direct investment, and to harness human capital,” she noted.

The first Forum was held in Cairo in 2021, followed by a second in Kampala in 2023. With Freetown as the host city for the 2025 Forum, Hamouda mentioned it will examine the Global South’s role in reshaping the international order and will include a knowledge fair showcasing youth innovation and entrepreneurship.

Ambassador Kraus-Masse expressed his support for the initiative and reaffirmed Germany’s ongoing diplomatic and development assistance to Sierra Leone, especially in sectors such as health, peace and security, sustainable economic growth, and support for youth and women.

While clarifying that Germany does not belong to the Global South, Ambassador Kraus-Masse acknowledged the significance of triangular cooperation, which combines expertise from the South with financial and technical support from the North to enhance development impact in third-party countries.

He assured the delegation of his commitment to exploring potential support avenues through GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) to aid the Forum and Sierra Leone’s broader governance and development objectives.

The meeting concluded on a positive note, with all parties reiterating their dedication to fostering inclusive cooperation aimed at stronger governance and sustainable growth in Africa.
