Africa-Press – Sierra-Leone. The President of Sierra Leone, Julius Mada Bio, has announced a new wave of high-level government appointments, introducing significant changes in key ministerial portfolios, revenue management, and public health agencies.

The official announcement, signed by the President’s Secretary Barba B. Fortune on August 11, 2026, details fifteen key presidential nominations, subject to parliamentary approval where necessary.

At the forefront of this executive adjustment, Karifa A. F. Kargbo has been appointed as the new Minister of Finance. Mohamed Rahman Swaray will lead Sierra Leone’s diplomatic affairs and foreign policy as the Minister of Foreign Affairs and International Cooperation, supported by Jeneba J. Bangura as Deputy Minister. Additionally, Omar Napoleon Koroma has been appointed as Minister of Labour, Employment, and Social Security.

The restructuring includes key leadership positions in ministries and government agencies, aimed at enhancing efforts in energy, mining, and revenue collection. Dr. Stephen A. Jusu has been appointed as the Second Deputy Minister of Energy, while Foday Musa Fofana will take on the role of Deputy Minister of Mines and Mineral Resources.

To strengthen local revenue collection and law enforcement, Abu M. Kandeh has been appointed as the Commissioner General of the National Revenue Authority, with Edmund Nuni as the Second Deputy Commissioner General. Meanwhile, Prince A. Paul Luseni will serve as the Executive Director of the National Drug Law Enforcement Agency.

The President’s announcement also includes appointments to diplomatic and advisory positions, alongside key appointments in the health sector. Professor Foday M. Guarad has been nominated as Ambassador Extraordinary and Plenipotentiary to the State of Qatar, while former government officials Chico A. F. Bangura and Timothy Musa Kaba have been moved to the role of Presidential Advisors.

To enhance healthcare governance, Dr. Sarti Keneh has been appointed as the Director General of the National Public Health Agency, Dr. Donald Alpha Bash will chair the Tobacco and Nicotine Control Board, and Professor Jibril Fadl Deen will serve as the Chair of the Board of Directors of the Teaching Hospitals Complex.
