Africa-Press – Sierra-Leone. The Chief Minister of Sierra Leone, Dr. David Moinina Sengeh, held a high-level meeting with the Chief Executive Officer of the U.S. International Development Finance Corporation (DFC), Mr. Ben Black, in Washington, D.C., on Thursday, 20 November 2025.
According to the Chief Minister, since President Julius Maada Bio assumed office in 2018, the U.S. DFC has invested $725.5 million in financing and insurance for projects across Sierra Leone.
“These investments include Miro Forestry in Tonkolili, Nant Energy in the Western Area, the Lungi Airport in Port Loko, and West Africa Blue Carbon in the Sherbro River. Additionally, regional investments in Africell and Cordaid have had a significant and direct impact on our citizens over the years,” he said.
Dr. Sengeh also noted that his delegation included the new Minister of Energy, Mr. Cyril Grant, and five private sector partners—three indigenous Sierra Leonean-owned companies and two U.S.-owned firms operating in Sierra Leone.
DFC CEO Ben Black emphasized that the U.S. Government and Sierra Leone share deep and long-standing ties that must be further strengthened through trade and investment.
The Chief Minister disclosed that he presented a comprehensive investment portfolio to the DFC, covering major national priority projects such as the proposed Lungi Bridge, the Banana Island Port, the expansion of Marampa Mines and Sierra Rutile, digital infrastructure and connectivity projects, and critical energy infrastructure.
“These investments by the U.S. Government in Sierra Leone are aligned with our National Development Plan,” he added.
Dr. Sengeh further highlighted that since 2018, the U.S. Government has committed more than $1 billion in foreign direct investment to Sierra Leone: $700 million through DFC, $450 million through the Millennium Challenge Corporation (MCC), and additional support from USTDA and other agencies.
He also noted that the British International Investment has committed or invested $100 million, naming Sierra Leone as a priority country.
He concluded by saying that President Bio tasked him with engaging U.S. leadership in Washington, D.C., following diplomatic meetings at the United Nations earlier in the week.
“As Chief Minister, I play a critical role in supporting President Bio and the entire government in delivering on that vision. And I tell you, together, we are delivering,” he stated.
