Tshwane Probes R120M Water Tanker Invoice Fraud

Africa-Press – South-Africa. The Tshwane Municipality said it was investigating R120 million of water tanker invoices for possible fraud.

The announcement was made during a media briefing in Pretoria on Thursday, where the city broke down its expenditure on water tankers.

The municipality said increased water outages had directly led to it spending more on water tankers.

MMC for Finance Eugene Modise said the municipality had identified some questionable invoices from its contractors.

“It’s classified, but I will try to be economical. We have rejected to the tune of R120 million. That demonstrates we have conducted a thorough investigation, but we are still proceeding.”

In the meantime, the Democratic Alliance (DA)’s caucus leader, Cilliers Brink, has laid a complaint with the public protector to investigate the municipality’s water tanker affairs.

“Information at the DA’s disposal shows that for most of the money that was paid by Tshwane in 2025 on water tankers, there was no documentary evidence that those services were requested by the city or delivered, raising the possibility of large-scale fraud.”
