Africa-Press – South-Africa. Two of the six questions Deputy President David Mabuza will face in the National Assembly on Wednesday relate to the government’s response to the devastation caused by floods in KwaZulu-Natal and the Eastern Cape.

He will also be asked about the performance agreement he signed with President Cyril Ramaphosa and, as ever, Eskom’s ongoing struggle to keep the lights on.

“Deputy President Mabuza is expected to assure the National Assembly of government’s long-term plans to meet the country’s capacity demands, funded under the Just Energy Transition financing and regulatory support for land and servitude acquisition,” reads a statement from Mabuza’s spokesperson, Matshepo Seedat.

Seedat added:

A statement from Parliament says that holding regular question and answer sessions is one way in which Parliament, as provided by Section 92(2) of the Constitution, holds the executive to account.

Ramaphosa dodges National Assembly’s questions this term

However, in contravention of Parliament’s rules, Ramaphosa will not answer questions in the National Assembly this term.

Despite the opposition’s concerns, the ANC contingent on the National Assembly Programming Committee agreed to allow Ramaphosa to answer questions two times next term. Parliament will rise next week and only reconvene on 15 August.

Wednesday’s virtual hybrid sitting is scheduled to start at 15:00.

DA deputy chief whip Siviwe Gwarube:

With reference to the reply of the president of the republic, Mr M C Ramaphosa, to question 1332 on 16 May 2022, (a) on what date did he sign his performance agreement with the president and (b) what are the details of the five main performance targets he will be evaluated on?

ACDP leader Kenneth Meshoe:

Whether he, as the leader of government business, intends to arrange for the attendance of the Minister of Health in the National Assembly, during which the minister will canvass the views of the National Assembly in order to obtain a clear mandate on behalf of the republic, before signing the proposed Global Pandemic Treaty and other health regulations by the World Health Organisation when the proposals are discussed and/or debated at the World Health Assembly in Geneva later this month; if not, why not; if so, what are the relevant details?

ANC MP Alfred Tseki:

With reference to the recent national disaster in KwaZulu-Natal, parts of the Eastern Cape and North West, that stems from climate change and have shown the fragility of our spatial landscape, water management systems, drainage systems and the need for the maintenance of the water infrastructure, how will the Inter-Ministerial Committee on Water and Sanitation (a) support efforts of reconstruction and (b) integrate the use of climate-resilient infrastructure that will ensure sustainable spatial development?

NFP MP Munzoor Shaik Emam:

Whether he will undertake an oversight visit to the Tsitsikamma area to address rural development in order to establish the potential for the development of the area through the creation of jobs and enhancement of small businesses, particularly in the agricultural sector?

ANC MP Sindiswa Maneli:

Given the difficulties faced by Eskom power stations to meet demand in the context of international agreements on reduction of carbon emissions and the need for a just energy transition in the republic, what (a) steps has the government taken to ensure that the electricity demand is met in order for the republic to reduce load shedding and (b) interventions is government implementing to ensure that there is a just energy transition that reduces the carbon footprint of the republic?

DA chief whip Natasha Mazzone:

What progress has the government made with its rapid response intervention plans to trouble-shoot the lack of service delivery in the areas that were affected by the April 2022 floods in KwaZulu-Natal (KZN), especially in relation to coordinating the service delivery responses of the government, KZN government and the eThekwini Metropolitan Municipality?
