Madlanga Commission Finds Sibiya Lacked Authority on Dockets

Africa-Press – South-Africa. The Madlanga Commission of Inquiry has heard that Deputy National Commissioner for Crime Detection Shadrack Sibiya had no authority to remove dockets from the KwaZulu-Natal political killings task team (PKTT).

Sibiya instructed that 121 dockets be moved from the task team to police headquarters in Pretoria, halting the unit’s investigations.

Head of the South African Police Service (SAPS)’s legal division, Major-General Petronella van Rooyen, has been testifying at the commission in Pretoria.

She said Sibiya’s decision to move the dockets without consulting KZN Police Commissioner Nhlanhla Mkhwanazi is problematic.

“Then it means there are things happening in the police that the provincial commission is accountable for but doesn’t have knowledge of. That is problematic. It undermines the authority of a provincial commissioner to effectively manage the police within that province.”
