Africa-Press – South-Africa. Chief of the Tshwane Metro Police Department, Yolande Faro, says controversial police sergeant Fannie Nkosi had no authority to interfere in the TMPD’s internal matters.

WhatsApp messages before the Madlanga Commission show Nkosi has been in frequent contact with senior officials in the city regarding the awarding of TMPD tenders, contracts and invoice disputes.

His regular contacts were TMPD deputy chief, Umasi Dhlamini and the city’s chief financial officer, Gareth Mnisi.

Both these contacts occupied critical positions within the city’s procurement department.

Evidence shows the three men colluded to award TMPD tenders to their preferred bidders, including a company belonging to Nkosi’s brother.

As head of the TMPD, Faro said she was unaware of Nkosi’s influence within her department.

“Sergeant Nkosi had no right to interfere in any procurement-related matters within the TMPD. He had no authority, no permission. I was not aware that he’s busy interfering. I don’t know Sergeant Nkosi. I never made contact with him. The first time I saw Sergeant Nkosi was here at the Madlanga Commission.”
