Africa-Press – South-Sudan. The Central Equatoria State Minister of Finance, Planning and Investment, Viana Kakuli, presented the 2023–2024 draft budget to the assembly on Monday.
The proposed budget stands at SSP 20 billion.
Kakuli said once the budget is approved, it will enable the state government to deliver services to its citizens.
She noted that the 2022/2023 budget had a few setbacks and some add-ons were not factored in it.
“The state minister draft budget is divided into two sections: the grants (general block grant, conditional transfers) and the state’s own revenues (tax revenue and non-tax revenue).”
“The total resource envelope for Central Equatoria State government 2023/2024 is SSP 20 billion that comes from two major sources, national government grants SSP 11.3 billion that constitutes 56 per cent and state own revenues SSP 8.9 billion that constitutes 44 per cent,” she explained.
According to Kakuli, the budget mainly focused on salaries and wages, UoGs and services, capital expenditure, and transfers.
“The allocations to the state government spending agencies by chapter have some increment as compared to the allocations of the previous financial year,” she said.
The finance minister said due to the implementation of the new emolument, there is huge spending on security and the need to complete some major projects like bridges and hospitals.
“The state ministry of finance in conjunction with state revenue authority has worked closely with all the non-tax generating institutions and the local government units to incorporate the provisions of the tax harmonization approved last year,” she said.
Makuli hinted that they have been able to maintain the approved tax rates and charges.
