Africa-Press – South-Sudan. A civil society activist appealed to the leadership of the country to speed up the establishment of the constitution-drafting committee.
The Executive Director for Community Empowerment for Progress Organization (CEPO), Edmund Yakani, appealed to the presidency to form a constitution-drafting committee alongside the Reconstitution of the National Constitutional Review Commission to pave the way for a peaceful election.
“Government and the presidency should exercise their responsibilities for the timely establishment of the constitution drafting committee, and this should be together with the Reconstitution of the National Constitutional Review Commission,” Yakani appealed
Yakani pointed out that the enactment of a permanent constitution remains a critical precondition for the conduct of the general election in December 2024.
Yakani stated that any delay in establishing the institutions tasked by the R-ARCSS provisions to expedite the constitution-making process would be a bad and huge mistake for the parties.
“Constitution-making and the conduct of elections require early preparation; at least by the end of January 2023, all the institutions with a mandate on constitution-making and the conduct of general elections will be established and reconstituted,” he said.
Also, the activist said enough time is required for the political transitional tasks of constitution-making and the conduct of elections by December 2024.
He urged the government and the presidency to enforce the 35 per cent rule for women and the inclusion of people with disabilities during the establishment and reconstitution of national institutions for constitution-making and election administration.
Yakani that speeding up the commissions and committee tasks to deal with the election would help the political parties start legal registration and other activities required for a peaceful election.
Last year, President Salva Kiir signed the Political Parties Act into law, a move that paved the way for a permanent constitution-making process that will lead to elections.
