Africa-Press – South-Sudan. The Vice President for the Economic Cluster, Dr James Wani Igga, was on Monday sworn in as a Member of Parliament by Speaker Jemma Nunu Kumba alongside two others. The two MPs sworn in were Marriem John Mabmia and Agot Ngor Ring.
The Vice President was among the MPs appointed to the assembly in a Presidential decree issued by President Salva Kiir in May 2021. On the list were also lawmakers from the opposition political parties. This was after the President had dissolved and reconstituted the parliament as stipulated in the 2018 agreement.
Vice President Taban Deng Gai and Presidential Advisor on Security Affairs Tut Gatluak are among officials in the executive branch of the government who have been appointed to the legislature as MPs representing their constituencies.
The majority of the MPs took their oath of office last year on August 2, which was presided over by Chief Justice Chan Reech Madut. The ceremony took place almost three months after their appointment and the reconstitution of the assembly.
Since then, MPs have been taking oath one after the other, a situation that the former designate chairperson of information Paul Yoane Bonju finds normal as he believes that a member of parliament can take an oath at any time. What the agreement says
According to the Revitalised Agreement on the Resolution of Conflict in South Sudan, Article 1.14.2, the Transitional National Legislative Assembly (TNLA) shall be expanded to five hundred and fifty members from the previous 400 members.
Incumbent TGoNU should have three hundred and thirty-two members, SPLM/A-IO one hundred and twenty-eight members, SSOA fifty members, OPP thirty members, and the former detainees FDs ten members.
Article 1.14.6 of the agreement stated that the duration and term of the reconstituted TNLA shall run concurrently with that of the RTGoNU, as per the terms of this agreement, until the time of elections.
Article 1.14.7 also stipulates that the functions and mandate of the TNLA shall remain as stipulated in the Transitional Constitution of the Republic of South Sudan, 2011, as amended unless otherwise specified by the terms of this Agreement.
The reconstituted TNLA is also tasked by the agreement, in the conduct of its business, to support the agreement and enact legislation that enables and assists the transitional processes and reforms described in the agreement and decisions in the reconstituted TNLA on matters about the Agreement shall be by consensus and failure to that, shall be by two thirds (2/3) majority of all the members.
