Africa-Press – South-Sudan. The newly appointed Commissioner of Juba County, Samuel Emiliano Wani, has pledged to prioritize security, land governance and service delivery as key pillars of his administration.
Speaking during his swearing-in ceremony at the State Secretariat on Monday, Wani said he assumed office with humility and a strong sense of duty.
“I stand before you today with deep humility and a profound sense of responsibility,” he said, thanking President Salva Kiir and Central Equatoria State Governor Emmanuel Adil Antony for his appointment.
Wani said his role was not ceremonial but a call to deliver tangible results for residents of the county.
“I accept this appointment not as a badge of honor, but as a call to action to serve the people and secure our community and build a better future for Juba County,” he said.
He pledged to build on the work of his predecessor while promoting what he called transparent and accountable leadership.
“I pledge to build upon the foundation laid, focusing on fostering a peaceful, inclusive and economically vibrant environment,” he said.
On security, Wani said stability would be central to his administration and vowed to work with security agencies to curb crime, including gang activity and motorcycle-related robberies.
“Security is the foundation of development,” he said, calling on communities to cooperate with authorities.
The commissioner also vowed to address land disputes and what he described as widespread land grabbing in Juba County.
“The rampant land grabbing in Juba County must stop,” Wani said, adding that land allocations would be carried out in line with legal procedures.
On service delivery, he pledged to expand access to clean water, health care and education, particularly in rural areas.
“We will focus on bringing basic services closer to our people,” he said.
He also called for unity and peaceful coexistence among communities and urged citizens to participate in civic processes ahead of upcoming elections.
“Juba County must be a beacon of peace,” he said.
He pledged to remain accessible to residents, saying his administration would be guided by “transparency, accountability and results-oriented leadership.”
Central Equatoria State Deputy Governor Paulino Lukudu also addressed the ceremony, urging firm action against land grabbing, which he described as one of the county’s most pressing challenges.
Lukudu called for cooperation between counties and states to resolve boundary and land disputes.
“You have said something very important… fighting land grabbing is one of the toughest battles,” he said, adding that the practice often involves strong resistance.
He encouraged the new commissioner to act with courage and integrity.
“Do your work diligently without fear or favor,” he said.
