A member of South Sudan’s Reconstituted Transitional National Legislative Assembly on Monday moved a motion to summon Governor of Central Equatoria, Emmanuel Adil Anthony, and Minister of Interior, Mahmud Solomon over the recent killing of three people in what appeared to be land-related conflict at Gumbo-Sherikat of Juba.
Two civilians and a soldier were also reportedly killed during a confrontation between security forces and the Internally Displaced Persons (IDPs) over land wrangle at Gorba area of Mangalla Payam on 15 December.
The shooting happened when the Ad-hoc committee formed by President Salva Kiir early this year went to investigate a report of land grabbing when they were allegedly confronted by the locals in the area.
Hon. Kornelio Mawien Dhor, Member of Parliament representing Tonj North County of Warrap raised a motion to summon Minister of Interior, Mahmud Solomon and Governor of Central Equatoria State, Emmanuel Adil Anthony, and head of Ad-hoc Committee, Michael Chanjiek to explain to the August House what went wrong.
“Rt Hon. Speaker, the information I would like to post to this August house is about the cold-blooded killing of our innocent people at Gumbo-Sherikat. The incident that occurred on Wednesday, 15 December left three people dead in cold blood including a woman and three men,” Mawien said during the parliamentary sitting on Monday.
“I kindly request the August house if possible we can summon these four leaders to come and explain to this august house what has happened since the August house is here to speak on behalf of voiceless,” Mawien added. The lawmaker expressed anger over what he described as the brutal killing of innocent civilians by the government.
“We will not allow our people to be brutally killed by their government. I would like to ask this August house to summon these ministers to come and explain the reason why they have not regulated the resettlement of our people in the capital city,” he said.
On the 11th of August this year, President Salva Kiir issued an order forming a committee to address issues of rampant informal settlements and land grabbing in the city and its environs.
The 12-member committee is co-chaired by Michael Chanjiek, the national minister of lands, housing, and urban development, and Emmanuel Adil, the governor of Central Equatoria State.
The committee is mandated to map out areas affected by informal settlements and land grabbing in Juba City and Juba County, including estimates of populations, household numbers, and other related demographic data.
It is also tasked with ascertaining the causes of informal settlement and land grabbing in Juba County. The order mandated the committee to summon and interview any person or persons including community leaders where it is appropriate to establish any information relating to the subject matter.
