President Kiir cancels International Gateway board of directors

Africa-Press – South-Sudan. President Salva Kiir cancelled a board of directors of the International Gateway for South Sudan on Monday.

In a presidential order read over the state-owned television station, South Sudan Broadcasting Corporation (SSBC), Kiir noted in the order that the Board of Directors of the South Sudan International Gateway was not legally founded.

“The National Communication Authority is hereby directed to take charge of the said international gateway while taking appropriate measures to protect the security of information and communication networks against intrusion,” the order read in part.

The National Communication Authority, as a body mandated by law under section 9 (g) of the National Communication Act, 2012, is mandated to regulate Internet domain names and electronic signatures in South Sudan.

It is supposed to organise special systems for internet use and application while taking appropriate measures to protect the security of information and communication networks against intrusion, and limit practises that contradict South Sudanese beliefs, values, culture, and heritage.

The president directed the NCA to come up with a legal framework.

“The National Communication Authority, in collaboration with relevant government institutions, is hereby directed to develop a legal framework or procedures for the proper establishment and management of the international gateway,” the presidential order read in part.

In 2021, the Ministry of ICT and Postal Services held a three-day meeting of the board of directors, chaired by the national minister of information.

The meeting reviewed the management committee’s resolutions and resolved to complete the data centre construction process as soon as possible. The proposed organisational structure of the South Sudan International Gateway was also discussed at the meeting.

Eng. Papiti Okwachi, Chief Executive Officer of South Sudan International Gateway, stated that the Board of Directors had directed the managing partner, MGI to establish a corporate social responsibility fund to be managed by the ministry of information.

Dr. Alli Cuba, an MGI representative, stated that construction of the proposed data centre would begin in two months.

He said they had prioritised the employment of young engineers to take charge of the Gateway management in the future.

According to Michael Makuei, the minister of information and telecommunication, South Sudan launched its first international gateway in 2019 to lower call rates and boost internet services offered by its two telecom companies.

He stated that the country would benefit from high-quality international voice and data communication, as well as improved internet connectivity in the country, which is still recovering from more than five years of conflict.
