Africa-Press – South-Sudan. The Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) said funds should be availed to support the operation of national peace monitoring institutions.
“Continued adherence to a permanent ceasefire is a central pillar of this agreement,” Charles Gituai, RJMEC interim chairman, said when he briefed parliament on the status of the peace agreement’s implementation.
He stated that allocating funds, particularly for national members of the Ceasefire Transitional Security Arrangement, Monitoring, and Verification Mechanism (CTSAMVM), is critical.
“It is important for the R-TGoNU to remedy the recurrence of a lack of adequate and unpredictable funding to the mechanisms that continue to impede the implementation of the agreement,” he stressed.
In March CTSAM-VM revealed that its national workers had not received a salary for at least ten months. They had previously set down their tool in protest of the unpaid arrears.
With a staff of 15 monitors, only two (foreign nationals) are paid by the Intergovernmental Authority on Development (IGAD) while the rest 13 draw their salaries and allowances from the exchequer.
