Africa-Press – South-Sudan. Eastern Equatoria Governor, Louis Lobong, has called for a unified emolument policy for all government institutions.

Lobong said the creation of a unified payment policy at all government levels would minimise the influx of people from the village to the capital to lobby for national positions.

“There is a need to harmonise emoluments across the country because we are all equal before God and the law.”

“The emolument must be equal, centralised, and sent to all levels of government, and people must be paid equally based on merits,” Lobong stressed.

Lobong argued that such policies, when implemented, can combat corruption and lessen the mismanagement of public institutions by officials at all levels.

The governor said that the single-emolument plan would also foster trust in the government by ensuring fairness at all levels.

“Guaranteeing equality at all levels of government is vital for the labour force,” Lobong added.

The official made the appeal during the 6th Governors’ Forum on Tuesday in Juba.

“The nice thing is that this forum brought all of us together, including our development partners and national and state governments, and what is crucial to us is to develop policies and uphold our laws.”

He stated that the constitutions should serve as a guide for the three tiers of government, adding that no one is above the law.

Lobong further stressed that occasionally people do not abide by the constitution, which has promoted a culture of impunity in the country.

In January, the national parliament enacted the Emoluments and Privileges Bill, raising the lawmakers’ monthly compensation to SSP 800,000.

This happened in the middle of the nation’s financial problems, which have prevented the government from paying civil servants for months.

The parliamentarians’ package was increased from SSP9,400 to SSP800,000 as a result of the increase.

Other government levels, such as state executives and legislators, are yet to benefit from similar advantages.
