The question of development has been shaped politically by the conflict between the regimes of governance, which hold power, and its opponents at different times, and by pursuing a developmental and colonizing act, which lays a course and an effective model of the cause of development independently from intersections and political instability.

The historical impasse in the cause of development in the Sudanese experience has created interlinked problems by extorting the terms of reference, attempting to disrupt and destabilize these references between the parties to the ongoing political conflict over the various eras, after which it has left a stalemate for development in the Sudanese experience with the emergence of obstacles and retrospective manifestations, which have led to a flaw in the management of the Sudan & apos; s recent times of development.
Since the end of the colony, there has been a lack of national reconciliation, a lack of political consensus and a spread of the culture of exclusion, coupled with weak community structure, which has put the issue of development at a permanent historical predicament, following which historical problems in the Sudanese experience have left:

The “Shalmers Johnson” model could be taken as its perception of the developmental State, which is based on economic development and is taking the necessary political measures to achieve this this objective, or the intervention of the State by guiding the development path, by means of projections by quoting a development model or a “development model” similar to which environmental assets and resources are compatible with the Sudanese situation.
