Africa-Press – Tanzania. EXPERTS, analysts and ordinary citizens have welcomed the recently unveiled ruling party’s 2025-2030 election manifesto, expressing optimism that, if effectively implemented, it could significantly accelerate economic growth and improve the welfare of Tanzanians.

CCM unveiled the 78- page document during its Extraordinary General Congress held in Dodoma on Friday, outlining eight priority areas, which focus on transforming the country’s economic growth and enhancing the welfare of Tanzanians.

Speaking to the SUNDAY NEWS in separate occasions, economists and political analysts said the manifesto touches on critical sectors that can drive national development and improve people’s lives.

Economist cum-investment banker, Dr Hildebrand Shayo described the manifesto as a comprehensive blueprint for inclusive economic growth and improved livelihoods aligning with Tanzania’s National Development Vision 2050.

He asserted that if implemented successfully, the manifesto could transform Tanzania’s economy by 2030.

“The manifesto presents a bold and promising agenda. It outlines clear commitments to infrastructure development, youth skills training, industrialisation, digital transformation, good governance, cultural promotion and rural development, which are critical pillars for sustainable growth,” said Dr Shayo.

He said that the manifesto’s focus on substantial investments in infrastructure and social services is expected to stimulate economic growth, raise productivity and reduce poverty levels.

Dr Shayo also highlighted the manifesto’s priority of expanding employment opportunities, particularly for the youth, which could help reduce unemployment, lead to a more productive workforce, increased household incomes and a broader tax base.

Dr Shayo commended the manifesto’s focus on industrialisation through the development of local industrial zones( industrial parks) and value addition to natural resources, saying it is a strategy that can diversify the economy, reduce dependence on raw material exports and create new jobs.

“Such efforts could enhance Tanzania’s competitiveness in regional markets and attract foreign direct investment,” he said.

Dr Shayo said that the manifesto has put an emphasis on transportation and logistics infrastructure, observing that planned investments in ports, airports, railways and roads could lower transaction costs, facilitate trade and connect domestic markets.

“With visionary leadership, the eight strategic areas outlined in the manifesto are likely to yield the intended results by 2030,” he said.

On his part, a lecturer at the University of Dodoma and political analyst, Dr Paul Loisulie described the new CCM manifesto as a source of great hope for Tanzania’s development and its people’s welfare.

He lauded the manifesto’s well-crafted and organised structure, noting that its presentation, whether read or heard, instills optimism and inspires a sense of national purpose.

“The manifesto is compelling and offers a fresh vision for development,” he said.

Dr Luosille highlighted the manifesto’s broad coverage across key sectors, including employment, education, healthcare and social welfare.

He underscored the focus on employment, noting that, if effectively implemented, it could address unemployment challenges, especially among the youth.

“Employment is critical. This manifesto, if well-executed, can drive meaningful societal transformation,” he said.

Another Analyst Mr Hamiduni Maliseli described the new manifesto as a source of hope for economic development and improvement of rural livelihoods.

Mr Maliseli said CCM has a solid foundation for implementation, thanks to existing government initiatives supporting rural services and agriculture.

Economic diplomacy analyst Ayubu Madenge welcomed the new CCM manifesto, expressing confidence that its priorities are achievable given Tanzania’s abundant resources, skilled experts and an engaged public.

“One of the key priorities is science and technology, where the government is heavily investing, through schools, universities and the integration of technology into daily life,” said Mr Madenge.

He underlined that the manifesto inclusively addresses all social groups, aiming to create equal opportunities in the economy.

Mr Madenge cautioned that success hinges on professionalism and accountability. “CCM must hold the government accountable, ensure competence in appointments and avoid favouritism.

Without this, the manifesto’s full potential may not be realised,” he said.

A graduate from the University of Dar es Salaam, Mr Keneth Baga, expressed optimism on the new manifesto, citing its fresh initiatives and continuity from the 2020–2025 election manifesto.

He lauded the focus on technology as key to modern economic growth, emphasising that no developing country can afford to overlook it.
