Africa-Press – Tanzania. AS I continue to highlight the announcements from the party’s manifesto for the General Election in October 2025, I now focus on the CHAUMMA party with a more economic perspective.

As an economics analyst and active member of the emerging group of the analysts’ forum, currently under the interim leadership of Majid Mjengwa following its official registration, I am committed to continuing to shed light on political parties’ manifestos that are used to persuade Tanzanians to vote for them in the scheduled national general election in October 2025.

As an analyst, I will avoid comparing my analysis through an economic perspective by contrasting the parties and their manifestos in the current campaigns.

Instead, I will assess each manifesto based on its proposed actions if it wins, examining the potential impact for Tanzania both now and in the future during the five-year term for which the candidate seeks approval from the Tanzanian people to lead.

My analysis is inspired by the clear statements made by President Samia Suluhu Hassan on 3 May 2024, during International Press Freedom Day.

For those involved in national interest matters, President Dr Samia emphasised the importance of journalists conducting thorough analyses rather than merely reporting without proper examination.

As an analyst, I concentrate on examining the CHAUMMA manifesto and its potential to enhance economic growth if effectively implemented over the next five years, recognising that a manifesto is a contract between a political party and the people, outlining development promises based on the country’s resources once the party is elected.

After reviewing the CHAUMMA party manifesto and analysing the promises from an economic standpoint, I have identified several key economic pillars of its Manifesto that I can clearly articulate.

Based on CHAUMMA’s outlined priorities, particularly their 100-day action plan, there are few issues related to the new Constitution and Institutional Reform, which they claim will promote constitutional reform through inclusive participation.

The manifesto outlines plans to empower local councils by granting them fiscal autonomy, alongside the establishment of commissions dedicated to resolving land conflicts and promoting truth and reconciliation.

Establishing a Land Commission to mediate disputes involving conservation areas and pastoralist communities will enable stakeholders to participate actively in economic activities.

The manifesto, in my view, shows that a national nutrition strategy could lay the groundwork for a healthier population, as a manifesto acts as a contract between a political party and the people, focusing on the effective utilisation and management of the country’s resources once the party is elected.

To ensure that a healthier population becomes economically active, the manifesto proposes further strengthening governance and utilising AI in education.

It believes that legislating the use of AI in education will enhance learning and innovation, ultimately helping to produce technologically skilled human resources.

The manifesto emphasises the need for Zanzibar autonomy and a blue economy by proposing the creation of a multigovernment framework that would enable both sides of Zanzibar and the mainland to have their own central bank, revenue rights, and strategic investments in the blue economy.

This, according to them, could provide grants and interest-free loans, particularly to women and youth, through the establishment of a price regulation authority and strategic reserves.

Examining the CHAUMMA’s agenda and its potential for implementation reveals clarity, especially regarding their recommendations for constitutional and institutional reforms that promote growth.

A new, inclusive constitution can boost political stability and inclusivity, which are vital for attracting both domestic and foreign investment.

Empowering local governments with independent revenue enables them to tailor development to local needs, thereby enhancing public service delivery and efficiency.

An examination of the CHAUMMA’s Agenda from an economic perspective on equitable Land Policies reveals that addressing land and conservation conflicts can diminish uncertainty for both investors and farmers. This, in turn, fosters agricultural investment, boosts productivity, and promotes rural development.

This analysis will focus on the economic perspective, emphasising the role of nutrition and Levees Reform in facilitating cost-of-living relief. By eliminating levies on agricultural inputs, production costs can be reduced, which in turn boosts farmer incomes and promotes the growth of food supply.

Viewed through an economic lens, the “Rice for All” initiative being proposed here will enhance workforce health, reduce healthcare burdens, and boost labour productivity, ultimately contributing to the development of a robust economy.

Examining the CHAUMMA’s Agenda from an economic perspective shows that regional autonomy will boost Zanzibar’s growth.

Allowing Zanzibar to manage its monetary policy, revenue, and borrowing can help develop tailored financial strategies.

The discussion on emerging blue economy opportunities highlights that investments in coastal and blue sectors—such as fisheries modernisation, agroprocessing, and tourism infrastructure—could create up to 470,000 jobs and broaden economic diversity.

In a strategic discussion on Empowerment, Price Stability, and Infrastructure Incentives, the CHAUMMA contends that providing zero-interest loans can foster entrepreneurship among women and youth, thereby decreasing unemployment.

Price regulation and strategic reserves can protect households from inflation, stabilising consumption.

Meanwhile, investments in tourism and innovation hubs can enhance employment and stimulate regional economic activity, particularly in Zanzibar.

Contemplating civic participation, a sentiment from Reddit highlights the necessity for robust institutions: “Strong institutions or separate branches of government… an independent anti-corruption institution will begin to aid in reducing the mismanagement of funds.” In my view, regarding this perspective, CHAUMMA’s proposals aimed at establishing independent bodies, reforming the constitution, and promoting local autonomy will directly address these public demands.

An overall assessment of CHAUMMA’s manifesto from an economic perspective endorses comprehensive, cohesive socioeconomic reforms with great potential for inclusive and sustainable economic growth, fair resource distribution and empowerment, as well as improved governance and institutional trust.

However, the main challenge lies in executing it effectively. Success, from an economic perspective, depends on building institutional capacity, establishing oversight and encouraging public engagement to turn manifesto promises into tangible outcomes.

CHAUMMA’s manifesto envisions a transformative economic roadmap rooted in equity, decentralisation, and local empowerment. If implemented, the manifesto promises that the mainland could see stronger local economies, improved nutrition, and better land productivity, while Zanzibar could benefit from monetary autonomy, economic diversification and fairer resource governance.

However, these outcomes depend heavily on implementation capacity, institutional integrity, and ongoing public oversight. Without these, policy ideals may fail to translate into genuine economic progress.

The marketing, management and implementation of these policies will depend on how voters perceive and decide which party, a trustworthy leadership pool, and the ability to govern Tanzania effectively, guaranteeing a peaceful environment and allowing all Tanzanians to enjoy the benefits of freedom.

From an economic perspective, my final remark is that it is crucial to recognise the potential implementation risks that may emerge in a politically competitive environment.

Additionally, effective expectation management can significantly influence public trust, which may quickly decline if the delivery falls short of expectations.

Nonetheless, while CHAUMMA’s manifesto is ambitious and connects with citizens’ desire for a party that can meet their needs, its success will mainly depend on establishing the necessary structures, funding mechanisms and political alliances to turn rhetoric into action.

Until then, its ability to surpass the well-established other political parties in this October 2025 general election rally remains uncertain.

As I continue analysing the manifestos of the parties preparing for the 2025 General Election, I offer this insight as an analyst: those who possess the ability to observe are not necessarily taught to see, and those endowed with the skill to listen are not necessarily guided to understand.

The decision about which party will promote national development, unity, and peace, and above all, which political party has extensive experience and will strengthen Tanzanian competitiveness on the global stage, rests solely with the electorate.
