THE Minister for State in the President’s Office, Public Service Management and Good Governance, Omar Mchengerwa has cautioned Regional and District Commissioners to adhere to rules and principles that guide their daily activities instead of misusing the power granted to their offices.

He gave the caution here during his first meeting with his office staff, saying public servants must observe code of conduct while being guided by wisdom in the implementation of RC’s and DC’s roles.

“Some RCs and DCs have been engaging in abuse of power, harassing people in one way or another, including locking behind bars public servants without following proper procedures, that is not good governance” he cautioned.

Mr Mchengerwa extended the warning to heads of public institutions, saying whoever acts contrary to the set rules and principles will not be spared.

“We will not tolerate such habits, stern measures will be taken to all,” he noted.

Mr Mchengerwa said public office leaders must align themselves with their code of conduct and guidelines that are in place and not otherwise.

“We will be tough to public service servants who will be operating against their terms of contracts, they must adhere to rules and job descriptions” he insisted.

The Minister also showed a red indicator to Chief Executive Officers, heads of department and sections in public institutions and ministries who discriminate and frustrate their subordinates by getting them off the job track.

He directed the Permanent Secretary in the ministry to submit to him a list of human resources officers and executives who have a record of complaints from their staff which are within their jurisdiction, but due to poor performance the workers channel them to the ministry.

“Give me their list, we do not need in place such human resource personnel who cannot handle staff and public submissions on time, they are not within our pace” said Mr Mchengerwa.
