Africa-Press – Tanzania. THE Deputy Secretary-General of ruling CCM responsible for Zanzibar, Dr Mohamed Said Mohamed, has concluded a strategic tour across Zanzibar aimed at reinforcing party structures ahead of the 2025 General Election.

The tour, organised by the CCM National Executive Committee (NEC) Special Committee, covered all 12 districts in Unguja and Pemba under the party’s demarcation.

During his visit, Dr Mohamed held meetings with CCM political committee members at branch, ward and constituency levels.

Throughout his engagements, Dr Mohamed outlined nine strategic priorities for party leaders, members and officials to focus on in preparation for a decisive electoral victory.

He insisted for early planning and the execution of clear strategies to secure continued leadership.

Highlighting the achievements of the Union government under President Samia Suluhu Hassan and the Revolutionary Government of Zanzibar under President Hussein Mwinyi, Dr Mohamed pointed to completed development projects that have addressed community challenges.

“This strong track record gives CCM a powerful platform to campaign on,” said Dr Mohamed. “Our leaders, Dr Samia and Dr Mwinyi, have delivered significantly.” Dr Mohamed also elaborated on recent constitutional amendments made during the CCM National Special General Assembly held in Dodoma from January 18– 19, this year.

The changes include expanding voter participation in internal nomination processes for parliamentary, representative and councillor positions moves aimed at strengthening internal democracy.

He encouraged aspiring candidates to collect nomination forms between June 28 and July 2, urging inclusive participation from women, youth, people with disabilities and widows to promote equity and broader representation.

Warning against factions that threaten party unity during the election period, Dr Mohamed called for strict adherence to CCM’s core values and discipline.

“Now is the time to unite. Internal conflict weakens us and threatens our chances of winning,” he cautioned. He reminded party leaders to respect the dignity and rights of all members, as outlined in Article 4 of the CCM Constitution and reaffirmed the party’s zero-tolerance policy on corruption.

“Bribery is a criminal offence and undermines justice. It has historically denied capable individuals a chance to lead. Bribery will find no space in our party,” he declared.

Dr Mohamed said that winning the upcoming election is the responsibility of every party member. He issued a stern warning against premature campaigning by candidates, stating that disciplinary measures will be enforced against violators.

While in Micheweni District, Pemba, Dr Mohamed instructed the Ministries of Health, Energy, Water and Minerals to urgently address local challenges, including bureaucratic delays in hospital services and electricity connections.

At the end of his tour, Dr Mohamed met with veteran CCM members from North and South Pemba, acknowledging their foundational contributions to the party since the days of ASP and TANU.

“You are the bedrock of our liberation struggle. Your continued support is essential in strengthening CCM from the grassroots to the national level,” he said.

He reaffirmed that CCM’s goal is to reconnect with its foundational base farmers, workers and ordinary citizens by reviving the philosophy of self-reliance and socialism, while aligning with modern economic transformation initiatives.

Dr Mohamed vowed to uphold the party’s unity and constitutional principles as it heads toward what he called a “historic general election.”

He expressed confidence that CCM will win all constituencies in Pemba, citing increased public trust in the party’s development agenda.

He also revealed that a significant number of former ACT-Wazalendo members, including senior figures, have defected to CCM due to its policies and leadership, further boosting the party’s momentum and anticipated electoral success.

Dr Mohamed assured the public that the 2025 General Election will be free, fair and democratic.
