Africa-PressTanzania. KALAMBO District Council (KDC) in the Rukwa region owes civil servants over 2.27bn/- as unpaid benefits for the year ended 20th June 2021.

The unpaid employees’ benefits include staff salaries amounting to 984.68m/-, accrued pay 54.35m/-, transfer expenses 484.35m/-, subsistence allowance 46.42m/- leave allowances 41.27m/- and other allowance amounting to 664.34m/-.

That was disclosed by the Kalambo District Council’s Treasurer, Augustino Manda while presenting the council report and financial statements for the financial year ended 30th June 2021.

The special full council meeting under the chairmanship of the Kalambo District Council Vice Chairman, Fortunatus Rozimo was held in small Matai town over the weekend.

It was further gathered that the statement of financial position as of 30th June this year shows the value of KDC total assets both current and non-current is over 51.3bn/-.

“Which means that the value of total liabilities is over 5.5bn/– while net assets are over 45.7bn/..” noted Manda.

Equally, he further told the councillors during the 2020/21 financial year the council received 24.92bn/- against a targeted budget of 33.41bn/-which is equivalent to 75 per cent of the estimated fund from various sources.

Expounding, he noted that in the same period the council collected domestic revenues amounting to 1.52bn/- thus performing by 82 per cent against the target of collecting 1.85bn/-.

That the council received a recurrent grant amounting to 20.53bn/-being 82 per cent of the estimated budget of 21.26bn/- the local authority also received a capital grant of 2.87bn/-equivalent to 44 per cent of the target of 6.45bn/-.

“During the implementation of the budget for the 2020-21 financial year, the council received 24.92bn/- from various sources equivalent to 75 per cent against the target of collecting 33.41bn/-” he explained.

He further explained that during the reporting period, the council spent 22.69bn/-in financing various projects and other administration expenses.

“The total expenditures were 18 per cent below the budgeted of 27.72bn/-” noted Manda.

In the closing remarks the Acting District Executive Director, Jeshi Lupembe urged councillors to improve their source revenue collecting and encourage the community to participate in economic activities and create a sense of ownership in various health projects in the precincts.

Contributing their views, across a section of councillors urged the councillors’ report and financial statement be translated and, written in Kiswahili language instead of English language to enable them to understand the content.
