Africa-Press – Tanzania. CCM presidential candidate for Zanzibar, Dr Hussein Mwinyi, yesterday unveiled a number of plans he intends to implement if re-elected, including building modern housing for citizens.

Others include establishing a strategic oil reserve for emergencies, expanding economic empowerment programmes, creating more jobs, attracting investors and strengthening social services in line with CCM’s new 2025 2030 election manifesto aimed at transforming the islands.

Dr Mwinyi made the pledges yesterday while ad dressing a gathering at Mnazi Mmoja Grounds in Zanzibar Town, entering the second day of his re-election campaign.

He said his first term (2020–2025) had already de livered many of his earlier pledges, including construction of modern schools, district hospitals, loans for entrepreneurs, pensions for the elderly, salary increases for civil servants and investments in sports grounds, markets and roads.

“We have achieved a lot in the first five years. The coming phase will be one of greater prosperity, leadership that leaves a mark. I ask for your votes and I also ask you to support our Union presidential candidate, MPs, representatives and councillors,” Dr Mwinyi said, urging Zanzibaris to turn out in large numbers on October 29. “A resounding victory is what we want. Narrow wins cause unnecessary murmurs.”

The rally was attended by senior CCM leaders, who echoed their support.

Retired Zanzibar Presi dent Dr Ali Mohamed Shein described Dr Mwinyi as a capable and visionary leader who had successfully introduced the Blue Economy, strengthened peace and delivered on long-awaited projects such as the Uzi–Ngambwa Bridge.

“Dr Mwinyi is a true believer in the Blue Economy. He created a dedicated ministry for it, benefiting seaweed farmers, fisher men and many others. He has built markets, boosted tourism, modernised agriculture and fishing and nurtured stability.

He is a leader worth emulating,” said Dr Shein, as he formally handed over CCM’s new 2025–2030 manifesto to Dr Mwinyi.

CCM Deputy Secretary General (Zanzibar) Dr Mohamed Said Dimwa, former CCM leader Vuai Ali Vuai and CCM Secretary General Dr Asha-Rose Migiro also endorsed Mwinyi.

Delivering greetings from CCM National Chairperson President Samia Suluhu Hassan, Dr Migiro said Zanzibar still needs Dr Mwinyi to continue bringing prosperity and implement the new manifesto.
