Africa-Press – Tanzania. ZANZIBAR President Dr Hussein Mwinyi has appointed a new team of Permanent Secretaries and Deputy Permanent Secretaries across multiple ministries.
This marks one of the most significant administrative reshuffles following his re-election in last month’s General Election. According to a statement released by Chief Secretary Eng Zena Ahmed Said, the appointments took effect on November 20, 2025, with all appointees scheduled to take their oaths of office tomorrow.
Engineer Ahmed said that the appointments cover key ministries, including Finance, Agriculture, Youth, Information, Infrastructure and the Blue Economy. At the same time, several senior officials have been retained in their previous positions.
The list of new appointed Permanent Secretaries includes, Ms Fatma Mabrouk Khamis – Permanent Secretary in the Ministry of Communication, Information Technology and Innovation. Previously, she served as the PS in the Ministry of Trade and Industrial Development.
Mr Khamis Suleiman Mwalim has been appointed to serve as Permanent Secretary in the Ministry of Labour and Investment.
Previously he served as PS in the President’s Office – Labour, Economy and Investment. President Mwinyi has also appointed Dr Habiba Hassan Omar, the Permanent Secretary for the Ministry of Trade and Industrial Development. She formerly served as PS in the Ministry of Infrastructure, Communications and Transport.
Dr Rahma Salim Mahfoudh has been appointed Permanent Secretary for the Ministry of Finance and Planning. She formerly served as Executive Secretary, Planning Commission.
Moreover, Dr Mwinyi has appointed Ms Salama Mbarouk Khatib, the new Permanent Secretary, Ministry of Youth, Employment and Empowerment. She formerly served as North Pember Regional Commissioner.
The list also includes Mr Mattar Zahor Masoud who has been appointed the Permanent Secretary for the Ministry of Information, Culture, Arts and Sports. Before the appointment, Mr Masoud served as North Unguja Regional Commissioner.
The former Chief Executive Officer of the Government Agency for Tractors and Agricultural Machinery, Mr Saleh Mohamed Jenna has been appointed the new Permanent Secretary for the Ministry of Agriculture, Irrigation, Natural Resources and Livestock.
President Mwinyi has also appointed Eng Ali Said Bakari, the Permanent Secretary for the Ministry of Infrastructure and Transport. Earlier, Mr Bakari served as Director General of the Zanzibar Stone Town Conservation and Development Authority.
The list of Deputy Permanent Secretaries includes Mr Rashid Ali Salum (Deputy PS, Ministry of Labour and Investment). Mr Makame Machano Haji (Deputy PS, Ministry of Information, Culture, Arts and Sports) and Mr Khalid Masoud Waziri (Deputy PS, Ministry of Youth, Employment and Empowerment).
Others are Dr Mohamed Dhamir Kombo (Deputy PS, Ministry of Agriculture, Irrigation, Natural Resources and Livestock), Mr Amosi John Henock (Deputy PS ‘Administration’, Ministry of Education & Vocational Training).
Moreover, President Mwinyi has retained 12 Permanent Secretaries to their original positions. They include Mansura Mosi Kassim (President’s Office: Constitution, Legal Affairs, Public Service and Good Governance), Saleh Juma Mussa (President’s Office – State House) and Joseph John Kilangi (Ministry of Water, Energy and Minerals).
Others are Mr Issa Mahfoudh Haji (President’s Office: Regional Administration, Local Government and SMZ Special Departments), Ms Maryam Juma Saadalla (Office of the First VicePresident) and Dr Islam Seif Salum (Office of the Second Vice-President – Policy, Coordination and House of Representatives).
Moreover, Dr Mngereza Mzee Miraji (Ministry of Health), Khamis Abdulla Said (Ministry of Education and Vocational Training) and Khadija Khamis Rajab (Ministry of Lands and Housing Development. Others are Captain Hamad Bakar Hamad (Ministry of Blue Economy and Fisheries), Dr Aboud Suleiman Jumbe (Ministry of Tourism and Heritage) and Ms Abeida Rashid Abdalla (Ministry of Community Development, Gender, Elderly and Children).
