Africa-Press – Tanzania. PRIME Minister Dr Mwigulu Nchemba has directed the Ethics Secretariat for Public Leaders to conduct an urgent review of the asset and liability declaration system, emphasizing the need to introduce classification levels due to the existence of public servants working in high-risk areas for corruption who are not currently included in the definition of public leaders.

Dr Nchemba issued the directive today, Thursday, December 11, 2025, during a meeting with leaders and officials of the Ethics Secretariat for Public Leaders at their offices located on Tambuka Reli Street in Dodoma.

He said that accountability and integrity must be enforced through laws, regulations, and implementation to ensure that national resources benefit all citizens. He warned that some areas still experience loss of public funds due to weak oversight.

“There is still a lot of work to be done in strengthening public ethics management. President Dr. Samia Suluhu Hassan has repeatedly emphasized this,” he said.

The Prime Minister instructed the Secretariat to work closely with the Prevention and Combating of Corruption Bureau (PCCB) to ensure that leaders’ declarations are thoroughly scrutinized and filled out accurately.

“…Identify areas with records of corruption and give them priority; forms must reflect the true information of the individual. Everyone must fear misusing public property. If you don’t investigate, the citizens will do it themselves.”

He highlighted procurement processes, contract signing procedures, and revenue-collection points as key areas often associated with corruption loopholes.

Meanwhile, the Minister of State in the President’s Office – Public Service Management and Good Governance, Ridhiwani Kikwete, said the Ethics Secretariat for Public Leaders carries a major responsibility to ensure the country is governed based on integrity and accountability.
