Africa-Press – Tanzania. President Samia Suluhu Hassan has continued to lead by example after she recently became among the first pubic leaders to submit the Assets and Liabilities Declaration Form to the Ethics Secretariat.
Commissioner of the Ethics Secretariat Judge Sivangilwa Mwangesi told reporters on Friday that President Samia submitted the form at the Ethics Secretariat’s sub- head office in Dar es Salaam on November 29, 2021.
“President Samia handed in her declaration form on November 29, 2021 at the Secretariat’s sub – head office in Dar es Salaam and was received here on Thursday (December 2nd, 2021)” said the Ethics Commissioner.
He said according to the laws, public leaders are supposed to submit the assets and liabilities forms every year between October 1 and December 31, of the respective year.
Justice Mwangesi said more than 15,000 public leaders are supposed to sign and submit their assets and liabilities declaration forms but only 161 had done so until the end of last month.
He said by becoming among the first public leaders to fill in and submit the form to the Ethics Secretariat President Samia has shown the public she is indeed leading by example, calling upon the remaining public leaders to emulate the example.
Justice Mwangesi said public leaders who are yet to fill in and submit the forms should not wait for the deadline as the last-minute rush results into unnecessary inconveniences.
According to the regulations, he said, those who fail to submit the assets and declarations form within the scheduled time will have to appear before the Ethics Council for further actions.
Justice Mwangesi said last year all public leaders with an exception of one person submitted their assets and liabilities declaration forms within the deadline.
However, thorough search conducted revealed that the leader had duly submitted the form only that it was unintentionally misplaced.
The Ethics Secretariat’s main function is to enforce the Public Leadership Code of Ethics Act, No. 13 of 1995 (Chapter 398), specifically to monitor the ethical behaviour and conduct of public leaders.
It strives for the enforcement of ethical principles and ethics which are obligatory requirements to be observed by all public leaders in the course of implementing their official responsibilities as per the Public Leadership Code.
The aim of imposing the principles is to enhance public confidence on the integrity of public leaders and in the decision making process by the government.
