Africa-Press – Uganda. President Museveni has assured Ugandans of adequate security during the 2026 general elections, urging citizens not to be intimidated when exercising their right to vote.

In his end-of-year address delivered at State Lodge, Nakasero, Museveni said security agencies are on high alert to deal with anyone attempting to disrupt the electoral process.

“Ugandans, come out and vote and nobody will intimidate you. Anybody who tries will have himself to blame and will end badly,” Museveni said.

The President noted that previous attempts to destabilise the country — including the “Tajja Kulayira” campaign following the 2021 general elections and the planned Gen Z protests in 2024 — were successfully neutralised by security forces. He warned that any similar schemes in the future would also be dealt with firmly.

Museveni, however, directed the police to abandon the use of caning as a method of disciplining lawbreakers, describing it as outdated and inappropriate.

“I reject the practice of caning lawbreakers. Some police forces use batons, but this must stop. Teachers and parents used to cane us, but it was wrong,” he said.

The President added that the use of teargas to disperse rioters is legal and non-lethal, but stressed that police should apply it in a professional and methodical manner. He advised officers to first warn bystanders and allow them time to move away before deploying teargas or water cannons.
