Africa-Press – Uganda. The Buganda Kingdom has honored its best-performing departments in the 2025 annual work performance evaluations, presenting awards during a ceremony at the Kingdom headquarters in Bulange, Mengo on Thursday.

The Kingdom oversees more than 20 departments that provide services to the Kabaka’s subjects, including Central Broadcasting Services (CBS), BBS Television, Buganda Royal Institute, Buganda Land Board, Majestic Brands Ltd, Lubiri Nnaabagereka Primary School, Buganda Investment and Commercial Undertaking Ltd (BICUL), and Nnamulondo Investments Ltd.

Speaking at the event, the Kingdom’s First Deputy Katikkiro (Prime Minister) and Minister for Administration and ICT, Professor Twaha Kaawaase Kigongo, highlighted that the awards were designed to recognize operational improvements rather than simply reward departments.

“Previously, departments were performing their duties without a formal monitoring framework, resulting in inconsistent service delivery. The Kingdom later introduced a system to evaluate departmental performance, aiming to raise service standards across all departments,” he said.

Kaawaase noted that five years ago, the Kingdom Cabinet prioritized departmental performance evaluation as a way to improve accountability and service delivery.

Each department now has a board responsible for monitoring performance and overseeing day-to-day operations.

“Since the performance evaluation system was implemented, there has been a significant improvement in departmental work output. This is crucial because the performance of these departments reflects the image of the Kabaka in the community,” he added.

The evaluation assessed departments on inter-departmental and government collaboration, compliance with national laws and regulations, fulfillment of department-specific objectives, and financial management including tax compliance and integrity.

The top five departments were recognized for their overall performance across these areas.

Central Broadcasting Services (CBS) emerged as the overall leader, demonstrating excellence across all evaluation categories.

CBS and Majestic Brands led in government collaboration, while BBS Television excelled in legal compliance, fulfillment of departmental objectives, and initiating new projects.

CBS also topped in financial management and accountability.

Kaawaase praised the departmental boards, senior managers, and staff for their dedication and role in ensuring the success of the performance evaluation program.

He explained that this year’s awards were presented earlier than usual to allow winners time to celebrate with staff, noting that the top five departments received both livestock and monetary prizes, with the highest-ranking department also awarded a cow.

Department heads expressed satisfaction with the evaluation system, emphasizing that it helps improve operations rather than simply awarding departments.

They pledged to continue participating annually and to share the rewards with staff to encourage sustained excellence.
