Africa-Press – Uganda. The Chief of Defence Forces, Gen Muhoozi Kainerugaba, has appointed Major-General Richard Otto as the new Defence Intelligence and Security (DIS) of the UPDF.
The Defence Intelligence and Security is formerly Chieftaincy of Military Intelligence(CMI).
Gen Otto, who has been serving as the Mountain Infantry Division Commander based in Fort Portal, replaces Major-General James Birungi with the latter redeployed in a direct swap position.
The Mountain Infantry Division Commander also serves as the Joint Task Force Commander of UPDF troops under Operation Shujaa in the eastern DR Congo.
“The changes take immediate effect,” the acting Defence and Military spokesperson Colonel Chris Magezi said in the Wednesday evening statement.
“The UPDF fraternity congratulates the General officers on their new appointments and wishes them good luck in their future endeavors.”
Maj Otto has previously served as UPDF contingent commander in Somalia between 2019 and 2020.
Prior to that, he had served as Uganda’s envoy in IGAD to facilitate the peace process in South Sudan, commander of the third army division of the UPDF, based in Moroto and commander of the UPDF contingent in the Central African Republic, as part of the African Union Regional Task Force (AU-RTF), the regional counter-offensive against the Lord’s Resistance Army (LRA).
He was also one time the Contingent Commander of the UPDF units that defeated the LRA in the Central African Republic.
