Govt Releases Shs 17.18 Trillion for Q1 Spending

Africa-Press – Uganda. The Ministry of Finance has released Shs 17.18 trillion for Quarter One of the 2025/26 financial year, representing 23.7% of the total approved national budget of Shs 72.38 trillion.

Officials at the Ministry say that the release is aimed at driving service delivery, funding key development projects, and maintaining government operations.

According to Permanent Secretary and Secretary to the Treasury Ramathan Ggoobi, the release prioritises value-for-money investments, especially in sectors that stimulate economic growth.

“This release reflects our unwavering focus on fiscal discipline and financing development that transforms livelihoods,” Ggoobi said.

After covering statutory obligations and domestic arrears, the available fiscal space stood at Shs 43.4 trillion.

In the release, a total of Shs 2.26 trillion has been allocated for wages and salaries, while Shs 482.76 billion will go to pension and gratuity.

Institutions such as Parliament, Electoral Commission, Judiciary, and Auditor General have all received operational funds which have been front-loaded according to Finance.

The government is backing its key economic growth strategy—ATMS (Agro-industrialization for which it released , 215.28 billion shillings.

Tourism 20.5 billion shillings , Minerals development , 26 billion shillings , where 19.5 billion shillings under the Ministry of Energy and Mineral Development and 6.5 billion shilling and Science & Technology) which has received 139.13 billion shillings. In total over Shs 400 billion allocated across these areas.

Major allocations under these enablers include Shs 1.076 trillion to Works and Transport, Shs 420.76 billion to Energy, and Shs 148.32 billion to KCCA for infrastructure development.

The Health sector received Shs 262.88 billion, with an additional Shs 173.96 billion for medicines under National Medical Stores.

Education has received Shs 143.75 billion for schools and Shs 157.73 billion for universities.

“To sustain governance and security, over Shs 1.2 trillion was disbursed to Defence, Police, Prisons, and intelligence agencies. Local governments have been allocated Shs 382.03 billion to continue delivering services at the grassroots. “ Ggoobi remarked.

Uganda Revenue Authority which recently surpassed its revenue collection target received Shs 114.90 billion to boost domestic resource mobilisation.

Ggoobi emphasised that further releases will be tied to performance, warning that non-compliant agencies will not be funded.
