Africa-Press – Uganda. A senior church administrator and a government registration officer have been remanded to Luzira Prison after a probe by the Inspectorate of Government (IG) unearthed a forgery scheme involving fake company resolutions and unauthorized bank accounts.
On Monday, July 28, 2025, Buganda Road Chief Magistrate Ronald Kayizzi ordered the detention of Brenda Namutebi Kwizerwa, Chief Operations Officer at World Trumpet Mission Uganda, and Eddie Muhangi, a Registration Officer with the Uganda Registration Services Bureau (URSB).
Both face charges of forgery and abetting forgery, to which they pleaded not guilty.
The suspects are expected to reappear in court for mention of their case on August 11, 2025.
According to a statement issued by the Inspectorate, Namutebi is alleged to have forged a Board resolution dated January 25, 2024, in the name of Augustine Tamale—a known associate of World Trumpet Mission founder John Mulinde.
The forged document purportedly authorised the opening of shilling and dollar accounts at Absa Bank under a programme called “GONATIONS,” managed through John Mulinde Global Investments SMC Ltd.
Investigators further allege that Muhangi, then serving at URSB, aided Namutebi by facilitating the preparation and use of the falsified resolution to legitimise the bank account openings.
“This case highlights a serious abuse of office and manipulation of official documents,” said Hajjat Ali Munira, manager of strategic partnerships and public relations at the IGG’s office.
“We urge all public officers to uphold integrity and refrain from using their positions to commit crimes.”
Mr. Farouk Kayondo, Supervisor of Strategic Partnerships, added: “We’re committed to pursuing all cases where officials compromise the credibility of our public institutions.”
Details of the Charges
Count I – Forgery:
Brenda Namutebi is accused of fraudulently signing a Board resolution in January 2024, impersonating board member Augustine Tamale to authorise the opening of accounts for the GONATIONS programme.
Count II – Aiding and Abetting Forgery:
Eddie Muhangi is accused of facilitating the forgery by using his official capacity at URSB to support the creation and submission of the falsified resolution.
The case has reignited concerns about the vulnerability of regulatory bodies and religious-linked NGOs to internal manipulation and weak oversight.
Namutebi and Muhangi will remain in custody at Luzira Prison as investigations continue.
