Africa-Press – Uganda. Luweero Resident District Commissioner (RDC) Richard Bwabye Ntulume has convened an urgent meeting with National Resistance Movement (NRM) leaders following allegations of mismanagement of youth election funds meant for village-level polls held on June 19.
The meeting comes in the wake of mounting complaints from NRM youth flag bearers, who say they did not receive the Shs90,000 allocated to each of them.
The NRM Secretariat had disbursed a total of Shs63.7 million to Luweero to facilitate elections across 624 villages.
According to Bwabye, eight party officials are now under formal investigation for allegedly diverting the funds.
Among them are district treasurer Geoffrey Musoke, also known as Chunguli, district registrar David Kamugisha, youth chairperson Simon Kaweesi, and district administrator Maria Naiga.
“We convened this meeting to get to the bottom of these allegations and ensure that those responsible are held accountable,” Bwabye told journalists after the closed-door meeting.
“The money was meant to support our candidates, and it’s unacceptable that it was misappropriated.”
He said the implicated officials had recorded statements with police and were assisting with ongoing investigations.
Sources privy to the meeting said some of the suspects defended themselves by claiming they redirected funds to polling stations with higher operational demands, while others insisted they never received the full disbursement from district leadership.
But Bwabye dismissed these explanations outright.
“Whether they claim heat at polling stations or shortfalls in disbursement, we are demanding accountability,” he said.
“The money must be returned, and those who diverted it must face the consequences.”
Police have been instructed to compile a comprehensive report detailing the villages and youth candidates who did not receive their allocations.
Bwabye added that further action would be taken after consultations with the party’s top leadership.
“We are not taking this lightly,” he said. “This is extortion and misappropriation of party resources, and it goes against the values of the NRM.”
NRM district chairperson Samuel Buchanan, who first received the youth complaints and forwarded them to the RDC’s office, declined to comment after the meeting.
The party is expected to announce disciplinary measures once the investigation concludes.
