Museveni Pledges to Double PDM Funding after 2026 Elections

Africa-Press – Uganda. President Museveni has announced plans to increase annual funding for the Parish Development Model (PDM) from Shs100 million to Shs200 million per parish, citing the programme’s growing impact on household incomes.

The announcement during the President’s visit to Bugomolwa Parish in Nkandwa Sub-county, Kyankwanzi District, where he assessed the implementation of PDM and interacted with beneficiaries.

Museveni praised the progress of Mr. Matovu Patrick, a PDM beneficiary, who used a Shs980,000 loan to kickstart a poultry and coffee project.

Matovu invested Shs600,000 in 40 chicks, Shs100,000 in feed, and Shs100,000 in iron sheets for a shelter. Six months later, he sold 10 chickens for Shs450,000 and added Shs400,000 from coffee sales to buy a bull.

He now earns Shs40,000 monthly from egg sales and uses animal waste to fertilize his coffee and banana plantations.

“I thank Mr. Matovu for being a model of how PDM funds can be used to fight poverty,” Museveni said. In recognition, the President extended additional support to him, including Shs10 million to buy three dairy cows and Shs9 million for a tuk-tuk to ease transportation.

Other beneficiaries were also supported, with the LC1 Chairman receiving Shs6 million for a motorcycle and each attending beneficiary receiving Shs1 million.

Museveni emphasised the importance of responsible use of the funds.

“If we are sending Shs100 million to each parish per year, it means each homestead gets Shs1 million. In five years, we can reach 1,500 homesteads,” he said, adding that the government would increase the allocation after the 2026 general elections.

He lauded PDM as a better alternative to high-interest loans, noting that its 6% interest over two years is manageable and that the money remains within the community.

The President also addressed concerns about water shortages, pledging to supply water tanks to farmers for irrigation during dry seasons.

He warned against corruption and urged locals to report misuse of funds, promising to investigate and take action.
