Africa-Press – Uganda. President Museveni has said that government cannot immediately enhance public servants’ salaries, citing competing national priorities such as infrastructure development, electricity expansion, and peace consolidation.
Speaking during a campaign rally in Abim District on October 24, 2025, Museveni said the country’s resources must first be directed toward building the foundations of economic growth before salary adjustments can be considered.
“We have to begin with the construction of roads to ensure that business and services can boom,” the President said.
“When I was in Gulu, I saw soldiers living in grass-thatched houses. We must first address such issues before we talk about salary enhancement.”
Museveni outlined his development priorities in order—peace, roads, electricity, transportation, schools, and hospitals—arguing that these pillars are essential for sustained prosperity and improved living standards.
“These things should be handled first, and then salary enhancement will follow,” he said.
The President, who had earlier held a rally in Agago District, concluded his campaign in Abim and is expected to proceed to Karenga and Kaabong on Saturday before heading to Kotido and Moroto for subsequent engagements.
