Africa-Press – Uganda. President Museveni and the First Lady, Janet Museveni spent the better part of Thursday afternoon campaigning in Napak district.
The NRM presidential candidate was winding up his campaigns in Karamoja sub-region.
Speaking during a rally at Matany Grounds, Matany town council in Napal district, Museveni reminded the crowd that braced the heavy downpour of his efforts to bring peace to the area.
Peace is the first contribution we made to this area. There were alot of arguments on how to handle Karamoja. Some people were saying we leave you with guns so as you can protect yourselves from Turkanas, Topothas and other groups. I said no, we shall protect you. You have now seen the results,” Museveni told the crowd.
He said the attainment of peace was the start of development of Karamoja sub region to what it is now.
“I want to thank everybody who was involved in supporting that disarmament. I remember we had a function at Kangole where many guns were handed over. Recently we had Karachunas who came out and other young people. Now the tarmac is here, electricity is here, telephones are here and water is also here.”
He said out of 346 villages in Napak District, 180 villages have access to a safe water source, representing coverage of 51% , noting that the remaining villages will also get clean water.
According to Museveni, there are six new boreholes constructed and a piped water system as well as several dam projects.
He mentioned the Arechek Earth Dam (2.1 billion litres), a solar-powered irrigation system , two wind-powered water systems and the Nakumama Valley Tank with a capacity of 40 million litres.
Museveni mentioned the construction of Lopei Multipurpose Dam (135 billion litres) – a transformative regional project for irrigation, aquaculture, and rural industry which is in the pipeline.
Education
The NRM presidential candidate said with 59 parishes in Napak, 20 are hosting at least one government primary schools, adding that 39 are still lacking.
In terms of government secondary schools, there are three in the entire district occupying only three sub counties and 11 don’t have any secondary school.
Museveni however assured locals that in the next term, everything will be sorted.
“The plan is for each parish to have a government primary school and for each sub county to have a government secondary school and technical schools at least one per district. What has been achieved is noted and what is not yet done will be done. That’s why we are asking for your support,” he promised.
Health
On health, Museveni noted that out of the 14 sub counties that make up Napak, five have health centre IIIs and that nine don’t have any health facility.
He noted that the district will in the forthcoming term get a district hospital as well as upgrading of Nabawal Health centre in Nabawal Sub-County, Ngoleriet health centre in Ngoleriet Sub-County, Lokiteded health centre in Lokiteded Sub-County and Morulinga in Matany Sub-County.
Museveni said all these health centre IIs would be upgraded to health centre IIIs.
He said government is currently upgrading Iriiri health centre III to health centre IV
Museveni said despite the various infrastructure in the district, the people of Napak ought to focus on creating wealth for themselves so as to get out of poverty.
He dissuaded them to drop the idea of seeking development and forget wealth.
“From the early days, NRM was very clear that you must differentiate between development and wealth creation. From that time in 1960s I was very clear and started telling people in our area to make difference between development and wealth. Development is ours but poverty or wealth is yours private and personal. Your poverty is not my poverty. We are telling people to prioritise wealth and Jesus was clear that seek him first and others will be added onto you. As NRM, we ae saying that seek homestead incomes first and rest will be added onto you.”
The First Lady, Janet Museveni urged the people of Napak not to make any mistake voting other people, apart from NRM flag bearers.
“God has used this president and NRM government to bring peae in Karamoja and the whole of Uganda. All Ugandans have responsibility to protect this peace and unity to ensure continued development of Uganda. That’s why our manifesto says we are to protect the gains and take qualitative leap into upper middle-income status as a country,” Mrs Museveni said.
“You have a responsibility to vote this president and all NRM flag bearers so that God can build on what we have done to truly transform Uganda for the good of all of us.”
