Africa-Press – Uganda. President Museveni has described the ruling NRM party as one that provided solutions to problems, rather than empty talk.

“This manifesto is one of transformation not just talking. It is based on the work that has been done in the last 65 years. It contains seven points which are contributions of NRM to Uganda in the last 40 years since NRM has been in power,” Museveni said.

The NRM presidential candidate was on Tuesday speaking at Ngora BKC Demonstration Primary School in Ngora district, Teso sub-region as he canvassed votes for another term in office.

Museveni cited Ngora which he said previously tested the wrath of insecurity and insurgencies in form of cattle rustlers and Lakwena war which left a number of people displaced and living in internally displaced people’s camps.

“You the people of Ngora are witnesses of what was happening here. I had my camp near the Nyero rocks when fighting the rebels and cattle rustlers. We had big battles at Mukongola, Kanyu where we fought Lakwena. In all that, we managed to get peace. That’s why you are no longer in IDP camps but in your homes,” he said.

He said the peace ushered in by the NRM has led to the rapid development witnessed in not only Ngora or Teso sub-region but the entire country.

“You the people of Kumi can audit and see what has been done in terms of development by NRM. The tarmac has come all the way up to Kumi, Soroti and Lira up to Karamoja and Lango. We also made tarmac road to Mbale. Our former battle ground is now a place of development.”

He said government has secured funds to tarmac the Kumi- Ngora-Serere- Kagwara-Bugondo road, noting that what is now remaining is getting the contractor for the work to start.

In terms of electricity, Museveni said all the sub-county headquarters in Ngora are connected to the national grid, noting that this is yet another achievement.

Safe water

Museveni expressed delight that of the 146 villages that Ngora has, 131 , representing 90% currently have access to a safe water source, noting that in the new term, the remaining leaves 15 (10%) villages will also get.

He said government has previously constructed the Gawa Small Scale Irrigation Project (12 acres) in Kobwin Sub-County, rehabilitated 7 boreholes and 11 water sources and constructed 4 piped water systems.

According to Museveni, currently, the construction of a solar-powered water supply system in Olilim Village, Kokodu Parish, Mukura Sub-County is ongoing while there is a planned systems development and construction of Mukura Town Council piped water supply and sanitation and construction of the Lake Kyoga Multi-purpose Garvity Flow Scheme serving the districts of Serere, Ngora, Kumi and Bukedea.

In the health sector, Museveni said out of the 11 sub-couties in Nogra, one has a health centre IV and six with health centre IIIs , leaving five sub counties without any health facility.

“We are going to upgrade Opot health centre II in Opot Sub-County to a health centre III, Atoot health centre II in Atoot Sub-County to health centre III. We are also going to construct new health centre IIIs in Agirigiroi, Morukakise and Ngora Sub-Counties,” Museveni said.

Wealth creation

Museveni told the gathering that despite the various development achieved in Ngora, the issue of poverty is still a stick one.

“From the beginning we insisted on separating development from wealth. Development is for all of us but wealth is for an individual. A school, health centre and road is for all of us but what is mine individually is the wealth or poverty. They are personal and private. Wealth is found in commercial agriculture, artisanship and services like boda boda, and ICT. You must be in one or more of these sectors to chase poverty from your home.”

He added, “This has been our message from the very beginning. We tell people this message but don’t listen. They entertain politics of lies. Don’t look at politics as words of politicians talking. The politics of NRM is to solve people’s problems by showing them the way to go and assisting them where possible. That’s why we have been having all these efforts like Entandikwa, NAADs, Operation Wealth Creation, Emyooga, Women fund, Youth fund and PDM among others.”

He urged the population to make use of the PDM funds to create wealth for themselves to get out of poverty.

Ngora district’s 73 parishes have so far received shs22.4 billion and of this, shs22.3 has been disbursed to 22395 households.

This means that 69.3% of the 32,321 households in Ngora have benefitted from PDM.

For Emyooga, Ngora has 36 saccos with 7,509 members and government has so far disbursed shs1.6 billion.
