Africa-Press – Uganda. Phaneroo Ministries International has rejected claims circulating on social media suggesting it is involved in a land dispute with the Uganda Heart Institute, describing the allegations as “defamatory, unfounded, and rooted in a misunderstanding of the facts.”
In a statement dated April 16, 2026, the ministry addressed reports alleging tension between the two institutions over land in Naguru, an area earmarked for the proposed medical and research infrastructure under the government-backed Naguru Medical Hub Development Masterplan.
Phaneroo maintained that there is no dispute and that engagement with stakeholders remains active and constructive.
“It is not true that there is a deadlock when engagements are ongoing,” the statement read.
The ministry said both Phaneroo and the Uganda Heart Institute continue to participate in discussions coordinated under the Uganda Land Commission framework.
It cited a meeting held on March 17, 2026, bringing together relevant parties, as evidence of ongoing consultations.
The statement emphasised that the engagement contradicts suggestions of a breakdown in communication or stalled negotiations.
Phaneroo further stated that it holds a legitimate legal right, like any registered entity, to acquire and develop land in Uganda, adding that it is not aware of any irregularities regarding its land holdings in Naguru.
The organisation also noted that both it and the Uganda Heart Institute have made significant investments in the area, with visible development activity already underway.
Land allocation and ownership matters, it added, fall under the mandate of the Uganda Land Commission, which remains the authoritative body to clarify any disputes or concerns.
On concerns regarding infrastructure development, Phaneroo clarified that road planning within the Naguru Medical Hub is being handled by government agencies, including the Ministry of Lands, Housing and Urban Development, Kampala Capital City Authority, and the National Planning Authority.
“It would be inappropriate to accuse Phaneroo of delaying the Heart Institute’s developments when we are not in charge of the process,” the statement added.
The ministry also denied awareness of any critical installations on its land aside from areas designated for planned road infrastructure.
Phaneroo criticised what it described as attempts to portray it as obstructing national development, calling such narratives “blackmail” and harmful to constructive engagement.
It reaffirmed its commitment to working with government institutions and partner agencies to support the development of the Naguru Medical Hub and broader national development goals.
“We remain steadfastly committed to the development and well-being of our community and the nation at large,” the statement said.
