Africa-Press – Uganda. Speaker of Parliament Annet Anita Among has urged the leadership of Isingiro District to align their fiscal planning with national development goals, warning that failure to harmonise budgets undermines service delivery and frustrates the government’s broader vision.
Speaking during a special district council meeting on Friday to approve the Isingiro budget for the 2025/2026 financial year, Speaker Among called for cohesion and strategic focus, saying local government performance is vital to realising Uganda’s development agenda.
“It is essential that your budget is in harmony with the national budget framework,” she told councillors gathered at the district headquarters.
“This alignment ensures that government programs are not only well-implemented but also impactful to the lives of our people.”
The Speaker also stressed unity of purpose, urging local leaders to collaborate rather than compete.
“I urge you to continue working together in unity and purpose. Collaboration among leaders at all levels is key to the success of our development agenda,” she said, noting that strong coordination would lead to more effective implementation of government programmes in areas such as health, education, and agricultural transformation.
Councillors used the opportunity to speak candidly about the challenges they face, ranging from underfunding to delayed disbursements and lack of operational resources.
Ms Among gave them a listening ear and pledged institutional support.
“I have taken your concerns to heart. On behalf of Parliament, I pledge our full support in helping you overcome these challenges so that you can better serve the people of Isingiro,” she said.
Beyond the budget dialogue, the council also unanimously passed a motion endorsing Among’s bid for the position of Second National Vice Chairperson of the ruling National Resistance Movement (NRM) party, prompting heartfelt gratitude from the Speaker.
“I am deeply grateful for your endorsement and the confidence you have placed in me,” she told the council.
“I look forward to working hand in hand with all leaders to advance the goals of our party and the progress of our nation.”
Among’s campaign for the influential NRM post has gained traction across the country, with several district councils formally backing her bid, citing her legislative experience and assertive leadership style.
Her visit to Isingiro closed on a note of optimism, as the district leadership vowed to take her advice seriously and continue working towards improved service delivery.
Speaker Among’s engagement with grassroots leaders comes at a time when the government is pushing for tighter integration between central and local government structures, especially in the planning and budgeting process.
