EXECUTIVE WATCH | NITACollin Babirukamu has been appointed the National Information Technology Authority’s (NITA-U) Director of E-government Services; starting January 2021.Babirukamu, an IT professional with over 20 years’ experience in the leadership and the technology space around the East African region, joins NITA-U with seven years’ experience in a senior management role in a large government and financial institution (NSSF) spearheading business transformation of the back end operations, customer facing systems and change management using innovative technology solutions and channels.He also spent five years as an I.T consultant with the World Bank funded project supporting the implementation of the Integrated Financial Management System (IFMS/MOFPED) for the entire government of Uganda.Babirukamu was named one of Vision Group’s annual Top 40 under 40 men of 2015. At the time, he was 37 and the then Territory Manager for Technology overseeing Uganda at Oracle Corporation. The project is part of Vision Group’s Ugandans Making a Difference project, specifically aimed at recognising outstanding young Ugandans who are star performers and advancing in their careers.Babirukamu has since grown through the ranks as Oracle joins NITA from Oracle Corporation and was most recently appointed the ICT Chairman/board of directors for FINCA Uganda (MDI).NITA-U is an autonomous statutory body established under the NITA-U Act 2009, to coordinate and regulate Information Technology services in Uganda.At NITA-U, Babirukamu will be responsible for coordination and providing leadership in planning, implementing, coordinating, overseeing and promoting e-Government initiatives in order to make government services available online to citizens, businesses and the public.This is not entirely new to him, as in his most previous role at Oracle, he supported the digital transformation agenda for Oracle customers in Uganda namely: NIRA, NITA, the Electoral Commission, Uganda Revenue Authority, National Social Security Fund, Ministry of Finance, Planning & Economic Development, Bank of Uganda, Civil Aviation Authority, Parliament and Makerere University among others.EducationBabirukamu is a Computer Scientist (Mbarara University of Science and Technology), and is qualified in Business Administration (University of Leicester-UK). He also has training in Leadership and ICT from Dublin City University – UK; ICT and Knowledge Society from the University of Mauritius and information technology Project Management from UNISA.He is a certified in Business Continuity and Disaster Recovery with training from United Kingdom.
