Africa-Press – Zambia. Government is amused at the level of ignorance exhibited by former Permanent Secretary and Diplomat, Ambassador Emmanuel Mwamba for alleging that Government has engaged an “external auditor” at the Ministry of Health.
As a former Permanent Secretary and Diplomat, Ambassador Emmanuel Mwamba is aware that there are two levels of auditing in Government comprising internal and external auditing.
Internal auditing is carried out by internal auditing units within the Ministries while external auditing is done by the office of the Auditor General.
The auditors that come from the Auditor General’s office are called external auditors because they are not part and parcel of the internal auditing units in Government Ministries and other spending agencies.
The external auditor being referred to in the case of the Ministry of Health is therefore the Auditor General who has the constitutional mandate to audit all ministries and Government agencies.
It is, therefore, highly misleading for Ambassador Mwamba to allege that Government has engaged an external auditor at the Ministry of Health without recourse to the Auditor General’s office. Ambassador Mwamba is advised to desist from willful acts to mislead the public on matters he is well familiar with.
