The Confederation of African Football (CAF) Disciplinary Board has handed down sanctions to the Senegalese Football Federation (FSF), the Royal Moroccan Football Federation (FRMF), and certain players and officials following incidents during the TotalEnergies CAF Africa Cup of Nations Morocco 2025 Final that violated the CAF Disciplinary Code.
In a statement issued on Wednesday, 28 January 2026, CAF said the Disciplinary Board had suspended Pape Bouna Thiaw, the Head Coach of the Senegalese National Team, for five official CAF matches. This decision followed his unsporting conduct, which violated the principles of fair play and integrity, and brought the game into disrepute. Thiaw was also fined US$100,000.
Senegalese players Iliman Cheikh Baroy Ndiaye and Ismaila Sarr were each suspended for two official CAF matches for their unsporting behaviour towards the referee.
The FSF was fined US$300,000 for the improper conduct of its supporters, which also brought the game into disrepute.
In addition, CAF fined the FSF another US$300,000 for the unsporting behaviour of its players and technical staff, and US$15,000 for the misconduct of five players who received cautions during the match.
On the Moroccan side, the CAF Disciplinary Board suspended national team player Achraf Hakimi for two official CAF matches, with one of those matches suspended for one year, due to unsporting behaviour.
Moroccan player Ismaël Saibari was suspended for three official CAF matches and fined US$100,000 for similar conduct.
The FRMF was fined US$200,000 for the inappropriate behaviour of stadium ball boys during the match.
The federation was also fined for the improper conduct of its players and technical staff, who invaded the VAR review area and obstructed the referee’s work, violating CAF’s principles of fair play and integrity as outlined in Articles 82 and 83 of the Disciplinary Code. Supporters of the Moroccan team were fined US$15,000 for using lasers during the game.
Meanwhile, the CAF Disciplinary Board rejected Morocco’s protest alleging violations by Senegal under Articles 82 and 84 of the Africa Cup of Nations Regulations.
Article 82 states that a team that withdraws, fails to report, refuses to play, or leaves the field before the official end of a match without the referee’s permission is considered to have lost.
Article 84 specifies that a team violating Article 82 is eliminated from the competition and the match is awarded as a 3–0 victory to the opposing team.
