Chinhoyi Hospital Superintendent Arrested for Abuse of Office

Africa-Press – Zimbabwe. The Zimbabwe Anti-Corruption Commission (ZACC) has confirmed the arrest of Dr John Collett Mawire, the Medical Superintendent at Chinhoyi Provincial Hospital, on charges of criminal abuse of office and fraud.

It is alleged that, in July 2024, Dr Mawire engaged Tinofara Munashe Jokwi, the director of an unregistered company known as Zim Canopies, to supply a canopy for his personal vehicle.

The agreed price was US$1,800, of which Dr Mawire paid US$500 from his own money before allegedly inflating the total cost to US$2,100.

To secure reimbursement from the hospital, he is said to have instructed Jokwi to prepare a falsified quotation for US$2,100.

Dr Mawire then allegedly directed the hospital’s procurement department to carry out a backdated procurement process in an attempt to legitimise the purchase, which had not been approved by either the Ministry of Health and Child Care or the Provincial Medical Director.

He is also accused of advising Jokwi to submit the paperwork through a registered company, resulting in the use of Auto Quick Window Screen (Pvt) Ltd, as Zim Canopies was not legally registered.

After the canopy was fitted to his vehicle on 23 August 2024, Dr Mawire, acting in his capacity as the hospital’s accounting officer, allegedly authorised his own reimbursement of US$2,100.
